Description
PRIME CONTRACTORS PROPOSING UNDER THIS SOLICITATION MUST BE US FIRMS, URUGUAYAN FIRMS OR JOINT VENTURES BETWEEN US FIRMS AND URUGUAYAN FIRMS. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMON STRATION PROGRAM. Point of Contact for Specific Technical Questions is Mr. Allen Harrison at FAX 251-694-3626. Work consists of design and construction of an approximately 400 square meter medical clinic. Clinic will be constructed of concrete block and reinforced concrete with brick and stone exterior facades and a metal roof. Clinic will have approximately 15 examination rooms, 6 administrative rooms, 7 bathrooms, and a central reception area. Solicitation/Bid documents should be available on or abou t 11 July 2006. Estimated cost range of the project is from $100,000 to $250,000. Contracting Officer for this project is Mr. Gene Curtis. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitat ions. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registrati on for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). b. DUNS Number or CAGE Code. c. Telephone Number. d. E-Mail address. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-r egister their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax re quests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this s olicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Govern ment reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Proposals will be accepted for submission to the Mobile District Corps of Engineers or to the G SO at the US Embass y in Montevideo, Uruguay, as identified in the solicitation. Note No. 5: Critical path method (network analysis system) is not required. Note No. 6: For this job, a small business is defined as having average annual receipts of less than $31,000,000 for the past three years. Note No. 7: It is anticipated that this solicitation will not have bid options. However, optional bid items may be added if it is determined to be in the Governments best interest. Note No. 8: All advertisements of Mobile District projects will be through the FedBizOpps and/or the Federal Technical Data System (FedTeDS). DETAILED INFORMATION ON THIS AND OTHER MOBILE DISTRICT PROJECTS (Ordering Solicitations, Points of Contact, Syno psis of Work, etc.) ARE AVAILABLE ON THE INTERNET AT: https://www.fedteds.gov/ Note No. 9: A pre-proposal conference will be held at the Sheraton Puerto Carretas Hotel in Montevideo, Uruguay on 25 July 2006 at 9:00 a.m. (local time). Offerors should refer to Section 00100 Contract Clause 952.000-4133, PRE-PROPOSAL CONFERENCE, in the solicitation for details. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and fami liarize the bidders with the proposal process. Attendance at the conference is strongly recommended. All parties planning to attend should provide the following information to: MOBILE DISTRICT, CORPS OF ENGINEERS ATTN: MR. Request for attendance received after 18 JULY 2006 will not be accepted. Offerors should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which c an affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract C lause FAR 52.236-3 Site Investigation and Conditions Affecting the Work. Note No. 10: SEND SPECIFIC TECHNICAL QUESTIONS RELATED TO THIS PROJECT TO MR.
