- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH ECO-METRICS INC. FOR THE NATIONAL MARINE FISHERIES SERVICE (NMFS). PURPOSE OF PROPOSED CONTRACT IS TO PROVIDE CONSULTING SERVICES AND EXPERT DATA ASSEMBLY, ANALYSIS, AND PUBLICATIONS FOR EFFECTS OF HYPORHEIC EXCHANGE ON STEAM TEMPERATURES IN THE UMATILLA RIVER. THE PRIMARY OBJECTIVE OF THIS PROJECT IS THE DEVELOPMENT OF A RULE SET TO GUIDE THE IMPLEMENTATION OF LARGE-SCALE MONITORING AND EVALUATION PROGRAMS ACROSS THE COLUMBIA RIVER BASIN. THE PROJECT WILL ACCOMPLISH THIS GOAL THROUGH THE QUANTITATIVE ASSESSMENT OF STATUS AND EFFECTIVENESS MONITORING AND EVALUATION APPROACHES. THE COMPONENT OF THE OVERALL PROJECT DESCRIBED HEREIN SPECIFICALLY ADDRESSES THE ISSUE OF DEVELOPING QUANTITATIVE METHODS TO MODEL EFFECTS OF CHANNEL INCISION OR MODIFICATION ON STREAM TEMPERATURES IN INTERIOR COLUMBIA RIVER BASIN WATERSHEDS. ELEVATED WATER TEMPERATURES ARE A SIGNIFICANT CAUSE OF JUVENILE SALMON MORTALITY IN THE JOHN DAY ASIN OF OREGON, ESPECIALLY RESTRICTING THE SPATIAL AND TEMPORAL DISTRIBUTION OF KEY SALMONID SPECIES. PROPOSED VENDOR WILL PRODUCE A PEER-REVIEWED PAPER DESCRIBING DIFFERENCES IN HYPORHEIC EXCHANGE AND STREAM TEMPERATURES IN CHANNELIZED AND UN-CHANNELIZED REACHES OF UMATILLA RIVER BASIN. ECO-METRICS WILL ALSO PRODUCE A PEER-REVIEWED PAPER DESCRIBING THE MECHANICS BY WHICH GEOMORPHOLOGY AND HYPORHEIC EXCHANGE REGULATE STREAM TEMPERATURE. FINALLY, ECO-METRICS WILL PRODUCE A PEER-REVIEWED PAPER DESCRIBING THE EFFECTS OF COMPLEX STREAM-BED CHANNEL FORMS ON HYPORHEIC FLOW AND TEMPERATURE DIVERSITY AMONG IN-CHANNEL HABITATS. PERIOD OF PERFORMANCE WILL BE FROM DATE OF AWARD THROUGH 9/30/2008 WITH TWO OPTION PERIODS. DR. POOLE OF ECO-METRICS IS A NATIONALLY AND INTERNATIONALLY RECOGNIZED EXPERT ON THE EFFECTS OF HYPORHEIC FLOW ON RIVER TEMPERATURE. DR. POOLE HAS BEEN A PRINCIPAL INVESTIGATOR ON RESEARCHING WATER TEMPERATURE DYNAMICS IN THE UMATILLA RIVER FOR FIVE YEARS. DURING THAT PERIOD, DR. POOLE HAS OVERSEEN THE FIELD WORK NECESSARY TO COMPILE AND MANAGE A SURFACE AND GROUND WATER TEMPERATURE MONITORING DATA SET NO COMPRISED OF MORE THAN THREE MILLION RECORDS, DERIVED FROM MORE THAN 100 SITES ALONG THE UMATILLA RIVER. THESE DATA REPRESENT UNPUBLISHED RESULTS FROM RECENT AND ONGOING RESEARCH EFFORTS AND THEY ARE GENERALLY UNAVAILABLE TO OTHER RESEARCHERS. SOURCES WITH SIMILAR QUALIFICATIONS AND EXPERIENCE MAY SUBMIT SAME IN WRITING FOR CONSIDERATION. REVIEW OF SUBMITTALS WILL ONLY BE USED TO DETERMINE IF A COMPETITIVE SOLICITATION WILL BE ISSUED. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
