- INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACT FOR ARCHITECT AND ENGINEERING SERVICES, LAND AND BOUNDARY SURVEY PROJECTS FOR ACADIA NATIONAL PARK, BAR HARBOR, MAINE 04609. Acadia National Park is seeking qualified organizations to provide Architect/Engineer (A/E) services under an indefinite delivery indefinite quantity contract to provide land and boundary survey services for Acadia National Park and St. Croix Island International Historic Site in Maine. Contractors should have knowledge and skills to engage in standard boundary line survey, boundary retracement, work involving the application of special knowledge of the rules of evidence and boundary laws, principles of mathematics and related physical and applied sciences for measuring lines, angles, elevations, natural and man made features in the air, on the surface of the earth, within underground workings and on the beds of bodies of water. This service of work shall be for the purposes of determining areas and volumes, for the monumenting of property boundaries and for the platting and as-constructed drawings and layout of lands and subdivision of land, including topography, alignment and grades of streets and for the preparation and perpetuation of maps, record plats, field note records and property descriptions that represent these surveys. Land surveyor(s) on the team must be registered with the State of Maine. Work will consist of, but is not limited to: boundary line survey, boundary line retracement, monumentation, creation of recordable boundary plats, correcting plat errors and oversights, technical reports related to any boundary anomalies, line of sight and passage clearing, blazing and painting line trees, property title survey, expert witness testimony, showing and describing property boundaries to the extent of the marine environment, and correlation of property boundaries to road ownership. Products will include, but not be limited to: boundary and topographic surveys, recordable plats, and reports related to boundary disputes. All data processing and storage, including specifications, cost estimates, technical reports, and special studies shall be compatible with Microsoft Office word processing and Microsoft Access data storage software. Media must also be compatible to interface with GIS systems. The A/E shall have the capability of preparing drawings and graphic material using AutoCAD software. The following criteria shall be used in the evaluation of the prospective firms in descending order of importance: 1. Professional qualifications, specialized experience, and technical competence of the principals and key staff of the firm and consultants in the performance of the desired services; 2. Past performance on contracts with government agencies and private industry; 3. Location in the general geographical area of Acadia National Park and familiarity with the conditions of Acadia and coastal Maine; 4. Experience and familiarity with federal survey and contracting regulations. The total of all work orders per year shall not exceed $200,000, and no single work order shall exceed $150,000. The A/E is guaranteed a minimum amount of $10,000 during the base year. The term of this contract shall be 1 year from the date of contract award, with a government option to extend the period of performance for four additional 1-year periods. If the apparent successful offeror is a large business, they will be required to submit a subcontracting plan with separate percentage goals for using small business concerns. To the fullest extent, the NPS welcomes the participation of small business firms, including women and minority-owned and operated A/E firms and encourages large business firms to include small business firms as part of their team.
