- Description
- The Bureau of Alcohol, Tobacco, Firearms and Explosives intends to negotiate on a sole source basis with Isoforensics, Inc. of Salt Lake City, UT, for Staple Isotope Ratio analysis services (SIR). Stable isotope ratio analysis of explosives is a reliable analytical procedure to identify the source. The Contractor must have demonstrated expertise in SIR of explosive materials. The Contractor must have all necessary laboratory equipment and instrumentation to conduct identification and quantification of high explosives. They must be capable of sample preparation, separation and purification of raw samples deemed necessary by ATF. The Contractor must be able to use SIR analysis to identify Carbon, Nitrogen, Oxygen, and Hydrogen in explosives samples. The Contractor must interpret the results and provide accurate signatures for the explosives. The Contractor must compare the analytical data produced to established ATF and TSWG SIR databases and make authoritative determinations as to common origin among samples. The Contractor must provide a written report of analyses conducted and the analytical data at no additional charge to ATF and to other individuals as deemed necessary by ATF. The written report of the analyses must include analytical results, conclusions, and comparison to other samples as needed. Isoforensics is the only U.S. laboratory that is ISO 9001 and ASCLD certified. No solicitation is available. The notice of intent is not a request for competitive quotes. However interested parties may identify their capability to satisfy the Governments requirements no later than the response date listed above. A determination not to compete this proposed award is based upon responses to this notice and is solely within the discretion of the Government.
