Description
This is a combined synopsis/solicitation for the purchase of commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is H92241-06-R-0014 and is issued as a Request for Proposal (RFP). This announcement constitutes the only solicitation. A written solicitation will not be issued. The United States Special Operations Command (USSOCOM) has a requirement for MH-60 Electric Rescue Hoist Kits, part number HS 29900-30, quantity 70 each. The Government intends to establish a Blanket Purchase Agreement (BPA) with Breeze Eastern Inc. as a result of this announcement to purchase Breeze Eastern P/N HS-29900-30 Electric Rescue Hoist Systems and spare hoists associated with all models of the 160th Special Operations Aviation Regiment MH-60 Aircraft. The BPA will expire five (5) years after award. Individual purchases are limited to $500,000 or less, with a BPA dollar limit of $8,000,000. Salient Characteristics: Items proposed must meet all size, fit, and performance standards of the referenced part number. Items shall have a letter authorizing installation and operation under an Interim Statement of Air Worthiness Qualification (ISAQ) from the Aviation Engineering Directorate, at a minimum. All parts shall be delivered to the Lexington, KY TAPO Warehouse, unless otherwise stated. The delivery schedule will be determined prior to each BPA call. FOB is Destination. Acceptance/Inspection is at Origin by a Government Quality Assurance Representative (QAR), unless otherwise stated. The Government is obligated only to the extent of authorized purchases actually made under each BPA. A list of individuals authorized to purchase under the BPA, identified by name of individual, organizational component, and the dollar limitation per purchase for each individual will be furnished to the provider by the contracting officer. Breeze Eastern, Inc is the developer of this Electronic Hoist system. Breeze-Eastern Inc. is the only responsible source and no other supplies and services will satisfy agency requirements, FAR 6.302-1(a) (2). This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-09, Effective 19 Apr 2006. The NAICS code for this acquisition is 336413 and the small business standard is 1000 employees. The following provisions and clauses are applicable to this procurement: FAR 52.211-15, Defense Priority and Allocation Requirements; 52.212-1, Instructions to Offerors--Commercial; 52.212-3, Offeror Representations and Certifications--Commercial Items (Offerors are instructed to complete this section and return with their price list, unless it is available on-line as implemented under ORCA (On-line Representations and Certifications Application)); 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (specifically, but not limited to 52.203-6, 52.219-6, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222.35, 52.222-36, 52.222-37, 52.222-39, 52,225-13, 52.232-33) ; 252.211.7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications--Commercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items (specifically, but not limited to 52.203-3, 252.225-7000, 252.225.7001, 252.225-7012, 252.225-7014, 252.243-7002, 252.247-7023, and 252-247-7024). All interested parties must be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award. The Defense Priorities and Allocations System (DPAS) assigned rating is DOA1. Interested parties should respond via e-mail, no later than 12:00 noon est on 24 July 2006.
