- This Request for Information (RFI) is for market research purposes for a Warehouse Management System (WMS) for the US Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD. Contractors shall identify their business size (small, small-disadvantaged, hub zone, large, etc.) in accordance with the North American Industry Classification System (NAICS) Code 541512. Parties are requested to submit information about commercially available Warehouse Management Systems that meet the following requirements: GENERAL SYSTEM REQUIREMENTS: (1) Comply with the August 2003 JFMIP ?Inventory, Supplies, and Materials System Requirements? exposure draft. (2) Use an Oracle database; (3) Is a web-based application using ColdFusion MX 7 and/or Java; (4) Is 508 compliant; (5) Provides security that restricts access to system functionality by user role, enforces secure password polices and routine resets, and provides an audit trail of user activity within the application; (6) Supports both batch and real-time data entry and uses the same edits and update rules as appropriate for each mode; (7) Maintains transaction details to support account balances and provides an audit trail to trace transactions from source documents, original inputs, other systems, and system generated transactions; (8) Allows the information contained in the system to be queried and extracted to other applications; (9) Allows data to be integrated or interfaced to or from the NIST Core Financial System (CFS) and procurement systems; and (10) Captures information from bar code scanners. SPECIFIC WAREHOUSE MANAGEMNT SYSTEM REQUIREMENTS: (1) Web interface, ability to accept and receive deliveries online, estimated 3,000 customers, minimum of 25 simultaneous users, ID/password security with graphical interface; (2) Tracks receipt by tracking number, weight, shipper information, and receiver?s initials as well as receipt and acceptance by line item of all packages delivered to a central receiving area, including receipts originating from procurement requests as well as non-procurement deliveries; (3) Tracks complete, partial and rejected shipments at the line item level and displays information from previous receipts highlighting those items that were received; (4) Tracks incoming packages from receipt at the dock to redelivery to the customer and identifies them as redelivery or inventory; (5) Prints Receipt and Inspection forms, draft purchase orders, and hand carry receipts with the option for the user to determine the number of copies to print; (6) Accepts barcode tag number, serial number, model number information for all items from real-time RF, batch or key entry (e.g., accept real-time data from integrated, portable/wireless handheld bar code readers (wireless); (7) Provides functionality to record and an audit trail of beginning inventory balances (on-hand), acquisitions, adjustments, withdrawals and calculate ending inventory balances (on-hand_ expressed in dollars and physical units ; (8) Provides on-line catalogs and shopping cart functionality; (9) Provides functionality to forecast inventory, ensure stock availability and maintain proper inventory levels (avoiding the cost of excess inventories); (10) Distinguishes between procurement unit of issue and cost, the inventory unit of issue and cost and the selling price; (11) Provides information needed to support reconciliation between the inventory system?s records and other systems records; (12) Tracks stock items by commodity code and captures an Accounting Code Classification Structure (ACCS) for all inventory withdrawals; (13) Permits only authorized users to enter, modify, or otherwise alter inventory records; and (14) Records information on material returned by customers and provide customer credit/refund on items returned.
