- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis will be as follows. A separate written solicitation M67400-06-T-0461 will be issued as a Request for Quotation on or after 13 June 2006. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 and Defense Acquisition Circular 91-13. DPAS Rating is DO-A4B. The North American Industrial Classification System codes are 336212 and the business size standard is NTE 5.0 million. This procurement constitutes Item 0001 and 0002. Required Items and Descriptions are as follows. ITEM NO 0001 Qty: 1 each, Runway Sweeper. ITEM NO 0002 Qty: 1 Lump Sum, Transportation Charge. The Government may make single/multiple award(s) to the responsible offer(s) which is/are the most advantageous to the Government on the basis of the best value to the Government, price and other non-price factors considered. Best Value is determined by performing tradeoff evaluation IAW AR 15.101 in terms of FAR 15.101 in terms of the following evaluation factors in descending order of its importance: Technical Suitability to the Requirement, Price, and Delivery Date. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Quotation) will be e-mailed upon a written request to the Point of Contact listed.
