Description

The Social Security Administration (SSA) intends to negotiate a sole source acquisition for supplies and services related to the retrofit of a Pitney Bowes Flowmaster inserter under Federal Acquisition Regulations (FAR) Part 12 Commercial Items Acquisitions and Part 13, Simplified Acquisition Procedures, with Pitney Bowes Incorporated, 7630 Little River Turnpike, Annandale, VA 22003-2610 to provide the following software and services: InSite (5+ systems), custom software for Social Security Number (SSN) encryption code, Direct Connect software modifications and support, Direct Connect software Mappable Regen Tool, system engineering labor, OEM Camera Support, and custom scanning support. Pitney Bowes will provide these software and service products in support of its retrofit (provided under Pitney Bowes' GSA contract GS-25F-0010M) of SSA's Pitney Bowes Flowmaster Inserter installed at SSA's National Computer Center (NCC) located at SSA's Central Headquarters in Woodlawn MD. The retrofit will add cameras mounted in a Pitney Bowes cutter assembly, a server, workstation and associated hardware and software to provide a computer tracking system to SSA's system for generating and distributing SSN cards, which includes the Pitney Bowes inserter. No other vendor able to provide the required software and services is known to be available or could be substituted without substantially increased costs to the Government. SSA will not issue a solicitation. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. Responses must provide sufficient information for SSA to determine that a firm other than Pitney Bowes Inc. can provide the required software and services as described above. If SSA does not receive an acceptable response to this announcement within 7 days of its publication, it will proceed as stated herein. See Numbered Note #22, substituting (per FAR 5.203(a) and 12.204(b)) a response time of seven days for this acquisition of a commercial item for the forty-five day response time appearing in the note.
