- NASA/JSC plans to issue a Request for Proposal (RFP) for scheduled and unscheduled maintenance services, aircraft modifications, parts provisioning, and engineering services including sustaining engineering in support of NASA Aircraft Fleet (NAF) aircraft modifications. Engineering requirements include a full range of aeronautics related engineering disciplines including structural, mechanical, aeronautical, and electrical engineering. The contractor is to provide all labor facilities, materials, tooling, and equipment necessary to perform NAF maintenance services. Facilities requirements include a secure, FAA certified maintenance hanger capable of totally enclosing two NASA aircraft. This requirement also includes scheduled and unscheduled maintenance, to conduct structural inspections and repairs, testing and perform the requirements of the Aging Fleet Corrosion Prevention and Control Program task cards. The NAF includes B-747's, a B-757, DC-9's, DC-8's, G-1159's (GII's), and a G-1159B (GIII) which operate as either Public Use Aircraft or as Federal Aviation Administration (FAA) certified aircraft. NAF engine configurations include Pratt & Whitney JT9D-7, Pratt & Whitney JT8D-9 series and Rolls Royce RB211 series engines. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 488190 and $6.5M, respectively. The anticipated release date of RFP NNJ06123069R is on or about July 28, 2006 with an anticipated proposal due date of on or about August 30, 2006 All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
