- Description
- The Air Force Flight Test Center (AFFTC), Edwards AFB is seeking potential sources capable of developing carbon fiber reinforced polyhedral oligomeric silsesquioxane (POSS) composite materials. This development includes the fabrication of test coupons and the measurement of the shear strengths of the composite at room temperature. The NAICS code is 541710. The following item will be procured: Provide a one-time non-personal services for all labor, tools, materials, and facilities to fabricate and test carbon fiber reinforced polyhedral oligomeric silsesquioxane composite materials. The Air Force Research Laboratory (AFRL) and the contractor shall hold regular teleconferences to track the progress of the program. The contractor shall fabricate test coupons of carbon reinforced POSS matrix appropriate for short-beam shear strength measurements. The number of test coupons shall be defined in consultation with AFRL and the size of the coupons will follow the guidelines in ASTM Standard D2344/D2344M-00 (reapproved 2006). The contractor shall measure the dimensions, weights and densities of the composite coupons. The contractor shall carry out limited microscopical inspection of the composite coupons. The contractor shall measure the short-beam shear strength at room temperature on the agreed upon number of test coupons. In the contract, the following work plan is desired: CLIN 0001-Meet with AFRL to finalize material, testing matrix and deliverables(2 weeks after contract award). CLIN 0002-Submission of interim report on research activities to date and including the status of the coupon fabrication and testing (6 weeks after contract award). CLIN 0003-Submission of final report and delivery of agreed upon samples (16 weeks after contract award). Proposal Evaluation Criteria: Proposals will be evaluated by a peer or scientific review process using the following evaluation criteria in descending order of importance: Criterion 1: Previous experience with polyhederal oligomeric silsesquioxane thermosetting resins. Criterion 2: Potential to transition the material into an aerospace component development program and material transition plan. Criterion 3: Facilities and expertise required to test the short beam shear properties of the material and perform microscopic inspection of the composite samples. Criterion 4: Facilities and expertise required to fabricate carbon fiber composites. Contractors interested in this requirement should submit a technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. Responses must be received no later than (NLT) 1:00 p.m., Pacific Daylight Savings Time, 23 Jun 2006. Responses should be submitted to: Directorate of Contracting, AFFTC/PKT (Attn: Marc A. Venzon) 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524-1185, Fax: (661) 275-7871, or E-mail marc.venzon@edwards.af.mil. Additional Information: Technical point of contact is: Darrell Marchant, 661-275-6318. Contractual point of contact is: Marc Venzon, 661-277-2097, fax 661-275-7871. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
