- THIS IS NOT A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ) OR AN ANNOUNCEMENT OF A SOLICITAION. THIS IS NOT A SOLICITATION FOR ANY TYPE OF OFFER. This synopsis is for information and planning purposes only and it not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This inquiry neither states nor implies that future contracts will be awarded to person(s) firms, or other entities responding to this inquiry. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The 97th Contracting Squadron, Altus AFB, Oklahoma is searching for sources that can respond by e-mail or fax by 19 June 2006. The Government is searching for sources that can meet the specification outlined below. All companies that can meet the specification are encouraged to provide lead-time requirements, product brochures, company capabilities, or any other information that the Government should consider. All information in response to this sources sought announcement shall be e-mailed or faxed to the same. The following is the technical description of the requirement. The requirement is under North American Industry Classification Standard (NAICS) code 339950, Electrical signs manufacturing , with a size standard 500 employees if a small business: (Begin SOW) 1. SCOPE: The contractor shall provide all plant, labor, tools, equipment, travel, material, supervision, and administration necessary to install new LED Billboard Electronic Sign Facility 19, Altus AFB OK. 2. PRINCIPAL FEATURES: The work to be accomplished consists, in general, of the following principal items. This does not mean that the work consists only of these items, but that it consists of these principal items along with all incidental minor work, which becomes necessary to complete in order to accomplish the overall project in a satisfactory and workmanlike manner meeting the approval of the Contracting Officer. 2.1. The contractor will provide a complete design package for installation of Electronic Sign to include display unit, shop drawings, cut sheets and details of sign enclosure. Contractor shall also provide concrete requirements, wind load ratings and electrical requirements. 2.2. Display Unit: Shall be color RGB 16.7 million colors, Character size shall be a minimum of 6.4 inches. Pixel Matrix shall be a minimum of 72x144. Resolution shall be 10368 pods with a total of 51,840 pixels. Cabinet shall be a minimum 6? height x 12? Length x 10? Depth LED Pixel pitch shall be a minimum of 23mm LED Pixel size shall be a minimum of 23mm LED shape shall be oval. Brightness shall be a minimum of 10,000 NIT?s Viewing Angle shall be 140 degrees. Pods shall have protective eyebrows for weather and ultraviolet ray protection. A minimum of 5 LED?s per pod 2 Red 2 Green and 1 Blue. Optec model: 2320-RGB-T-H-S matrix: 72x144 or equal. 2.3. Logo: Base Logo shall be and integral part of the display mounted to the top of sign with High output fluorescent back lighted logo. The artwork shall be silkscreen on a polyester scrim mounted in the frame work. Pattern for the logo shall be provided by the Government in a PDF format. 2.4. Computer: Shall be a base unit minimum of 2.63 GHz, 286 cache on board; 256Mb ram at 400 Mhz front side bus; USB Keyboard and mouse; 3D AGP Graphics video card; Intergraded 10/100 Ethernet; Integrated Audio; 48x Cd-Rw drive Minimum of an 80GB hard drive. Software shall include at a minimum; Microsoft Windows XP Professional Service pack 2 Adobe Acrobat Reader; 7 Roxio Creater basic or equal with operating software to run the LED display. Computer shall also be supported by an UPS with shut down software. Computer Service shall include 3 year parts and labor and on site repair. All hardware and software shall become property of the U. S. Air Force. 2.5 . The Government will supply the following items; 125 Amp panel board mounted to utility pole with 5- 20 amp circuits in a 1? conduit roughed in with 5 circuits pulled in. A rough in 1? conduit for phone line shall also be provided. 2.6. Sign Color: The aluminum sheeting shall be a minimum of .040 guage aluminum and bronze in color. Aluminum shall be fade resistant with a 10 year color fade warranty. The Contractor shall provide color samples and material site construction/fabrication of the sign for Government approval. 2.7. Contractor will provide in AutoCAD format, site construction/fabrication drawings of all sign frame, existing utilities, structures and new work in the area of construction. Contractor will provide all drawings and details on disk media. Drawings will become property of the Government. 3. GENERAL: All work on this delivery order shall be performed in accordance with the manufacturer?s installation specifications and procedures for each type of work required. When work is not covered by specifications, said work shall be performed in accordance with the manufacturers ?written? specifications, installation instructions or performance procedures. 4. SUBMITALS: Contractor shall submit the following: Catalog cut sheets for LED display unit, fabrication drawings of sign, aluminum color material samples and polyester scrim samples for logo. Contractor shall provide final as built AutoCAD drawings upon job completion. (End SOW).
