- Grounds Operations Advisor (PSC) La Paz, Bolivia Salary Range: $74,148-$88,537 Open Period: 06/13-7/14/2006 Grade: FS-2 Position Information: Full-Time position., one year. Duty Location: 1 vacancy, La Paz, Bolivia SOLICITATION NUMBER: PSC06044 SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for a term of one year. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a SECRET level security clearance, which must be maintained throughout the contract period. The selected applicant must be eligible to obtain a Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the Grounds Operations Advisor for the American Embassy in La Paz, Narcotics Affairs Section, under the supervision of the Deputy Director. Key Requirements: ? U.S. Citizenship ? Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The position manages interdiction and demand reduction programs in the Narcotics Affairs Section (NAS) of the U.S. Embassy in Bolivia. The position interacts directly with the Bolivian counter-narcotics police, Ministry of Social Defense, Ministry of Foreign Affairs, various NGOs and others. It coordinates closely with other NAS and Embassy elements. 2. MAJOR DUTIES AND RESPONSIBILITIES: A. Work with Bolivian Government and Embassy elements to ensure continued progress towards CN goals established in the Mission Performance Plan B. Implement interdiction and drug awareness/prevention programs that strengthen the institutional capability of Bolivian CN organizations, improving their effectiveness, self-sufficiency and ability. C. Support DEA-organized CN operations by arranging provision of logistics and other support. D. Evaluate police needs in the field and seek more efficient delivery of required program assistance. E. Ensure coordination of interdiction activities with USAID-funded Alternative Development programs. F. Strengthen internal controls with consistent application of disciplinary sanctions within Bolivian Police units supported by NAS Bolivia to prevent mismanagement, waste, and corruption. G. Ensure that appropriate internal management controls are in place to prevent waste, fraud and abuse. 3. SUPERVISION: The Ground Operations Director will receive direct supervision and guidance from the NAS Deputy Director. Assignments are given in terms of general objectives and specific goals. Incumbent must utilize good judgment, analytical ability, creativity and independence in planning work to achieve specific goals and objectives. 4. SUPERVISION EXERCISED: The incumbent will supervise directly three FSN program assistants and has indirect supervisory authority over several other program assistants outside of La Paz. 5. GUIDELINES: Guidance is provided from Department and Administration policy, directives, and operating procedures regarding U.S. international narcotics control matters. Additional guidelines include but are not limited to International Narcotics Control Strategy Report, Mission Program Plan and U.S. National Drug Control Strategy. Resourcefulness and ingenuity may be required to interpret, adapt and apply solutions to complex needs and changing situations. May be required to initiate new or substantially modify methods and procedures. 6. COMPLEXITY: This position involves tasks of significant complexity and sensitivity. 7. SCOPE AND EFFECTIVENESS: Assignments will involve analysis. 8. PERSONAL CONTACTS: Contacts are with all levels of USG personnel and mid to high levels of host government personnel. 9. PURPOSE OF CONTACTS: The incumbent will provide support in policy dialog and operations. 10. RELATIONSHIPS: A. The incumbent will report directly to the NAS Deputy Director. 11. MINIMUM QUALIFICATIONS: A. Must be US Citizen, eligible for secret security clearance. B. At least two years in public or private sector administration with USG program management experience. C. Spanish equivalent to FSI 3/3; English equivalent to Level IV. D. Must have knowledge of management principles; knowledge of USG office and procurement procedures, and data management. E. Knowledge of keyboard and word processing, spread sheets, and use of office equipment. F. Willingness to travel within Bolivia approximately two days per week. G. Candidate must be medically qualified to live in La Paz, Bolivia. H. Candidate must be available no later than August 1, 2006. 12. PREFERENCES: A. BA/BS or equivalent B. Additional management or institutional strengthening experience C. Knowledge of Bolivian counter-narcotics issues. D. Database, PowerPoint, and multimedia skills. 13. EVALUATION CRITERIA: The evaluation will consist of three phases. A. Phase I - If the candidate meets the minimum qualifications, he/she will be evaluated according to experience level. B. Phase II ?V If the candidate wishes to remain competitive after phase I, his/her English and/or Spanish language ability will be evaluated. Test may be administered by the Embassy language instructor. C. Phase III ?V If the candidate wishes to remain competitive after phase II, an interview will be conducted, either by telephone or in person. Selection may be made without Phase III if determined to be advantageous by the Government. 14. SCORING FACTORS: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they posses the knowledge, skills, abilities and other characteristics as described in the previous paragraphs. The following evaluation criteria will be used to determine the best-qualified candidate. An award will be made to the selected candidate providing the contracting officer considers the price fair and reasonable. Factor 1. Demonstrated experience and knowledge in organization administration, including non-government organizations. (40%) Factor 2. Demonstrated experience and good performance in working and operating in a foreign country, including ability to coordinate with at a working level with counterparts. (10%) Factor 3. Demonstrated skill in oral and written communication to prepare and present analyses, recommendations and solutions, including proposals and reports. (10%) Factor 4. Depth of knowledge and experience in USG procedures and administration. (10%) Factor 5. Depth of knowledge and experience in areas of specific concentration ?V Evolution and application of USG counter-narcotics policy in Bolivia. (30%) COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
