Description
The Federal Bureau of Investigation (FBI) intends to solicit proposals on a competitive basis for research and development of Quality Metrics for Friction Ridge Impression Examinations. The FBI anticipates the award of a cost plus fixed fee contract. The FBI Laboratory performs latent print examinations and renders opinions as to the individualization of subjects for law enforcement purposes. Accordingly there must be sufficient scientific basis established to support these opinions. While sufficient basis has been established over the last 100 years, there have been advances in technology that may provide new or improved techniques to test this basis and better formalize the process involved. Human latent print impressions can be deposited on crime scene evidence by any portion of friction ridge skin. These areas include the entire palmar surface of the hands and soles of the feet. Friction ridged skin areas are generally referred to as fingerprints, palm prints, and foot prints. Friction ridge impression examinations involve both a quality and quantity assessment. In order to better manage these two components in a research effort the FBI is separating the two issues at first to establish metrics that can be applied to each. The RFP will be limited to just the quality aspect. It is envisioned that that this project will contain two separate, yet complimentary parts. The first will involve consensus from latent print examiners to describe the metrics and features utilized by practitioners to assess latent print quality. This information shall be used as input for the development of an automated system, which should objectively measure features and yield a quality metric(s). Quality assessments of latent and know exemplar prints must be addressed in both analysis and comparison phases of the ACE-V process. IT IS NOT THE INTENTION OF THIS RFP TO DEVELOP ALGORITHMS FOR AFIS TECHNOLOGY. No paper copies of the RFP will be provided nor is a mailing list being maintained for this acquisition as the RFP will be posted electronically to the Federal Business Opportunities website on or before June 28, 2006. All responsible sources may submit a proposal; however only proposals received within 45 days of the date of this publication will be considered.
