Description
(LPR Retrofit - Program Management ? SME) Through a combined effort, initiated in 1998, with Customs and Border Protection (CBP) Northrop Grumman Information Technology (NGIT), Perceptics Division was able to refine and deliver a production model License Plate Reader (LPR) system that automatically locates, reads, processes and communicates license plate data to the Treasury Enforcement Communication System (TECS). NGIT currently owns all data rights to the software, specific hardware, processes, methods and algorithms that were used to produce this system. To preclude system obsolescence, the U.S. Customs and Border Protection (CBP) intends to negotiate a contract on a non-competitive basis with Northrop Grumman Information Technology (NGIT), Perceptics Division, 9737 Cogdill Road, Knoxville, TN for: (1) Program Management/Logistical Services; (2) The purchase, installation and acceptance testing of customized License Plate Reader (LPR) partial system replacement/retrofit kits to include: Network Video Processors (NVP), Cameras, Sensors and/or Strobes, only when required on initial non-compatible pilot sites; and (3) the services of a Subject Matter Expert (SME) to assist with the integration of current CBP Radio Frequency Identification Device (RFID) capabilities for one (1) year. The retrofit kits will provide NGIT developed replacement computer part assemblies/associated software for components that have become obsolete and are no longer being manufactured. These efforts will not only ensure continued operation of the LPR systems originally acquired from NGIT, but will also provide a test bed to verify compatibility with other existing systems/equipment. These interim actions will bridge a gap in timing for negotiation of a future system-wide contract. CBP intends to purchase retrofit parts as needed base on system failure rates. NGIT is the only provider capable of providing this equipment/software and expertise due to CBP?s LPR equipment compatibility with other systems presently installed at Ports of Entry (POE) and connectivity with a CBP database. It has been determined by CBP that no other firm is capable of meeting this immediate requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. See note 22.
