Description
The National Library of Medicine (NLM) of the National Institutes of Health (NIH) proposes to procure from Jay E Vinton, 3815 Legation Street NW, Washington, DC 20015. The requirement consists of obtaining the professional services of an Information Technology Systems Security Specialist. Under the technical direction of NIH?s Center for Information Technology, the contractor shall perform multiple functions pertaining to installed mainframe software products. The primary role of this contractor is to support network connectivity to mainframe systems at NIH. This includes the networking components of operating systems, communications server TCPIP, other TCPIP components, TN3270, FTP, SMTP email, and LPR, each of which requires its own configuration, monitoring, and problem solving. The contractor will also be responsible for the configuration of the network hardware interface for the mainframes (Open System Adapters). The Period of Performance from is for 10 months starting at contract award effective date. This acquisition is less than the Simplified threshold. This support will be performed under Simplified Acquisition Procedures. Jay E. Vinton is the only party known to NIH that can meet the above requirements for the existing system. A Sole Source is warranted to maintain the continuity of the environment, avoid service disruptions, and provide the best value to the government. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIH to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the offer meets all of the foregoing requirements. Capability statements and related materials must be received in this office by 4:00 p.m. EST on the closing date of this announcement.
