Description
The Government intends to issue a sole source modification to AT&T Corp., 2020 K Street, Washington, DC 20006. The proposed modification is a continuation and extension of work performed under contract DCA200-97-D-0048 that was competitively awarded to AT&T on 28 January 1997. The contract is currently due to expire on 27 July 2006. The proposed modification provides a 3-month extension of services, plus one 3-month option period. The contract provides common-user dedicated transmission service within the Continental United States (CONUS), between various DOD base/post/camps via the DS/BMS - C bandwidth managers and SONET backbone. Some transmission services are used to provide connectivity for DOD dedicated networks, e.g., JWICS, SIPRNET, NIPRNET, and DSN. Transmission services include providing the transport of voice, data, video, imagery and other information between Government specified Bandwidth Manager points; and providing SONET-based capabilities between DISN Bandwidth Managers and providing access transport from specified service delivery points (SDPs) to DISN Bandwidth Managers. Required transmission services include, but are not limited to: T1, T3, OC3, OC12, and OC48. This proposed contract action is critical to ensure continuation of telecommunications services that support the CONUS sustaining base information infrastructure and allow rapid extension to deployed military forces anywhere in the world. To maintain operational readiness and continuous capability to perform its primary mission, DOD cannot afford any disruption of these telecommunications services. The services under this contract are currently being transitioned to the DTS-C Access Optimization (A/O) contract. It is estimated 1,000 circuits and 100 backbone and bridge trunks will not be cutover by the end of July due to delays in getting the infrastructure in place. The DTS-C A/O contract is a bridge contract to provide continued support until the services can be moved to the follow-on competed replacement DISN Access Transport Services (DATS) contract. The anticipated award date for the DATS contract is fourth quarter FY2006. AT&T is the only contractor that can provide support at the level required in the timeframe available. The statutory authority for other than full and open competition is (10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
