- The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to various Federal facilities in the States of Massachusetts and Maine. The successful offeror will supply electricity and transmission for a contract term of twenty-four (24) full billing monthly cycles beginning with the January 2007 meter read unless otherwise indicated for each account. A six (6) month extension period is included in the contract. The approximate annual electric requirement is 288,000,000 kWh with 55 MW of peak demand. The electric requirement has been divided for pricing purposes into Massachusetts and Maine pricing groups. Monthly billing data for all accounts and interval data (for select accounts) will be posted to the website. The Government will require different prices be offered for the different ISO New England Load Zones where accounts are located for the Massachusetts Pricing Group. Each pricing group will require 3% renewable power as defined in the solicitation. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract(s) to the offeror that offers the lowest overall price for all accounts in the respective account groupings and meets the solicitation's minimum technical requirements. Multiple awards will be considered. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on July 6, 2006 at the GSA Bid Room (see solicitation for address). Pricing will be submitted in accordance with the solicitation on July 11, 2006 no later than 10:30 a.m. This procurement is being conducted on an unrestricted basis.
