- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for Engineering/Technical support in the design, development, procurement, test, evaluation, operation and integration of Telemetry Communications Links and Receiving Systems in support of Sea-based Ballistic Missile Defense (BMD) programs and Standard Missile Weapons platforms. Telemetry Communications Links and Receiving Systems support includes both the Navy Theater-Wide STANDARD Missile 3 (SM-3) program and the Navy Area SM-2 BLK IVA program as part of combined BMD and Air-to-Air Warfare (AAW) planning. The contract will be for five years beginning 1 October 2006. NSWCDD intends to award the contract on a sole-source basis to Basic Engineering Concepts & Technologies,Inc. (BecTech), 2711 Jefferson Davis Highway, Suite 303, Arlington, VA 22202. BecTech currently has distinctly-relevant corporate resources to include the specific knowledge, highly-specialized experience, and subject matter expertise to support the complexities and technologies contained on both SM-2 and SM-3 programs. BecTech expertise includes: multiple years of telemetry system design and development experience; support of live fire test and evaluation exercises at Navy test ranges from both shipboard and land-based test site perspectives; multiple years of BMD experience directly related to the Pacific Missile Range Facility (PMRF) operations; and significant experience with staged SM telemeter systems inclusive of SM-2! BLK IVA and specifically all current SM-3 BLK variants. Interested p arties other than BecTech must demonstrate, in writing, their capability to provide the required direct services. The closing date is 16 June 2006 @ 2:00 p.m. Award is anticipated to be made by 01 October 2006.
