Description
THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR?S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at carrie.grimard@navy.mil Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Provide necessary labor, transportation, materials, supplies, equipment, and supervision to install a single mode fiber optic cable backbone and install automated gates and surveillance cameras to allow the capability to both monitor and remotely operate the gates and install fencing at specified locations at the Naval Support Activity, Crane, Indiana. This work will be accomplished in five phases. Phase 1 is to construct a fiber optic cable backbone originating at Building 2 in the downtown region of the base. The backbone shall run from the basement of Building 2, where the existing fiber optic communications hub on base is located, to the basement of Building 2693. This location shall serve as a secondary hub for the backbone. The fiber shall then run to various areas of the base either aerially on existing poles, underground utilizing existing conduit or duct space or by means of direct burial. The contractor may deviate from the route suggested in the RFP if a more suitable design alternative that is technically superior and/or financially advantageous to the government is proposed. Phase 2 is to install automated gates at the entrance to Truck Lot A and the two entrances to Truck Lot B. Phase 3 is to install automated gates, CCTV and fencing for Building 66. Phase 4 is to install automated gates, CCTV and fencing for Building 3325. Phase 5 is to install automated gates and CCTV at up to eleven CAAA facilities. Each phase will be awarded on a lump sum firm fixed-price basis. The entire project, all five phases, will be awarded to the single contractor whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. This procurement consists of two phases in accordance with FAR 36.3, Two-Phase Design Build. The most highly qualified contractors evaluated in Phase I (not more than five (5)), will be provided the opportunity to compete in Phase II for award of this project. Phase I of the procurement is a narrowing phase to a maximum of five (5) offerors based on evaluation factors that includes Past Performance, Technical Qualifications, Management Approach, and Small Business Subcontracting Effort. Only those highly qualified offerors selected in Phase I whose proposals conform to the RFP and are determined to be the most advantageous to the Government resulting in the best value will be allowed to proceed with Phase II. In Phase II, the offerors will be required to submit technical and price proposals for the entire project. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. NAICS Code is 238210 ? Electrical Contractors with a size standard of $13.0 million. This solicitation will be issued as an unrestricted procurement. Estimated cost range between $1,000,000.00 and $5,000,000.00. Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Release date for the Phase I RFP is scheduled for Wednesday, June 28, 2006 with Phase I proposals due Tuesday, July 31, 2006.
