Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA intends to procure on a sole source basis, from Datagate Inc., Carson City, Nevada, maintenance services for the Harpoon Missile Subsystems Test Sets (MSTS). The Harpoon MSTS operates on the Hewlett Packard 9500D series (HP9500D-354) computer system. Numerous foreign countries have procured Harpoon Weapon Systems under the FMS program, and the MSTS are located at the foreign country's weapon station. The contractor will be required to maintain a fully operational Missile Subsystems Test Set (MSTS) for the Harpoon missile. It will require support in the areas of technical and diagnostic documentation updates, technical consultation, depot repair, on site engineering and provision of an emergency spares pool. The locations of support will be conducted at various foreign weapon stations in pursuant to the Department of the Navy Foreign Military Sales (FMS) Program under the Long-Term Support (LTS) agreement for the Harpoon MSTS. They shall also be required to maintain a fully operational HP9500D-354 Mock-up system to assist in resolving weapon station MSTS failures. The HP9500D-354 is obsolete and Datagate acquired all of the remaining equipment, spare parts and data rights from the original equipment manufacturer (OEM), Hewlett Packard. This makes Datagate Inc. the only known contractor with the unique capability to meet the Navy's minimum needs. No other source has the required MSTS mock-up, spare parts, and software to accomplish the effort. The anticipated period of performance will be for 36 months commencing on 1 October 2006 and continuing through 30 September 2009.
