Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DESC: This CBD Announcement is for a Special Studies contract - Not R&D contract. This Procurement is for one Unrestricted-and one Small Business IDIQ. The San Francisco District, U.S. Army Corps of Engineers, (COE) expects to award a contract for a Arc hitectural-Engineering Services, indefinite delivery, indefinite quantity contract using pre-negotiated labor rates to a Geotechnical Engineering Company for geotechnical engineering design and/or subsurface soil-investigation, sampling, laboratory testing of soil samples, and disposal of all drill cuttings, fluids, and waste. Contractor may be requested to perform A-E geotechnical design work including, but not limited to the design of embankments and cut slopes, retaining structures, pavements, shallow f oundations, slope protection, geosynthetics, soil stabilization, and site drainage. The A-E Contractor will be responsible for using U.S. Army Corps of Engineers engineering manuals (EM), engineering technical letters (ETL), engineering circulars (EC), en gineering pamphlets (EP), and following applicable engineering regulations (ER). The A-E may also be required to conduct subsurface investigation to obtain subsurface material-profile data and samples and to perform laboratory characterization of the phys ical properties and strength test on those samples in a geotechnical soils and rock testing laboratory. Subsurface investigations may include, but not be limited to, soil sampling, rock core borings, and geophysical investigations. Soil sampling and rock coring may be conducted either on land or water. Water work may be riverine, bay, or in the ocean The supervision of the fieldwork, logging of the soil and/or rock core borings, collection and logging of the samples, disposal of all drill cuttings and fl uids, handling and transportation of the samples to the testing facility, and the finalization of the boring logs and location maps must be performed by a licensed geotechnical engineer and/or engineering geologist. Geotechnical laboratory testing capabil ity shall include, but not be limited to, visual and laboratory classification, classification testing and determination of moisture-density relations, Atterberg limits, mechanical sieve analysis, sieve hydrometer analysis, specific gravity, direct shear t esting, triaxial shear testing, unconfined compression testing, consolidation testing, laboratory and field compaction testing, and other deformation testing. The bore hole drilling shall be accomplished by an experienced, qualified company with equipment in good repair and suitable for the work. The Contractor will be required to prepare a health and safety plans that includes a safety hazard analysis and an emergency response plan. The work to be performed and the data gathered will provide the basis f or the Government design effort in support of feasibility and/or pre-construction engineering and design (PED) effort for various projects within the San Francisco District, and/or South Pacific Division region, California. The A-E Contractor shall be res ponsible for preparing the following: logs of the borings supplemented with laboratory test data; a list of borings with respective California Zone 3 NAD 1983 coordinates, and elevations in NAVD 1988 as requested; plan-view maps of all boring locations, to be contained in a report of field activities; and all completed laboratory test data forms and summaries. The Contractor shall be held responsible and accountable for the quality and accuracy of all soil test results. The boring logs and plan-view maps will be professional and neat in appearance and submitted as both hard copy and electroni c digital format using computer-aided design and drafting (CADD) software. The plan-view maps shall have California State Plane Coordinate System, Zone 3 NAD 1983 tic-marks. The Contractor will be responsible for delivering the above boring logs and pla n-view maps in Microstation 8 version 2004 or newer CADD software, Windows (2004 XP Professional). The Contractor will be require to establish and Independent Quality Control Review process and plan for the review of all required contract submittals and t o provide documentation that includes reviewer names, comments, responses to comments, back checks by the reviewer(s), and signed certification that the Quality Control plan was complied with and process completed. The Government will only accept the fina l, Independent Quality Control Reviewed product for full operation, without conversion or reformatting, in the target CADD software format and on the target platform specified herein. The target platform is an Intel XEON processor workstation (3192 MHz) w ith Windows XP Professional 2003 operating system. Responding firms must be licensed and bonded in the State of California for the performance of Geotechnical Engineering, and have access to, by subcontract or ownership, to a soils testing laboratory. Th e geotechnical testing laboratory must have been accredited for ASTM D 3740 within the past two (2) years by the AASHTO Materials Reference Laboratory (AMRL). The laboratory accreditation of the successful firm will be audited by the COE materials Testing Center and inspected, if deemed warranted, prior to the performance of any testing. The Government shall be responsible for furnishing the Rights of Entry to the proposed boring locations and auditing the accreditation of the laboratory. The Contractor shall be responsible for obtaining all necessary permits, utility clearances, and complying with local statutes and ordinances. Interested firms must submit their SF 330 documents to be considered for the next step in the award process. Firms submitting t heir SF330 will be judged on their experience against the required services. The evaluation/selection criteria is listed below in descending order of importance. Criteria 1 thru 4 are primary. Criteria 5 thru 6 are secondary and will only be used as, ti e-breakers, among technically equal firms. 1. Professional Qualifications: The evaluation will consider education, registration, overall relevant geotechnical engineering design experience with flood control projects, and longevity with the firm. 2. Sp ecialized Experience: (a) Subsurface investigation, sampling, and laboratory testing for civil engineering design of flood control works; (b) prior team experience with significant subcontractors. 3. Capacity to Accomplish the Work in the Required Time : The evaluation will consider total strength of key disciplines in relation to the workload. 4. Past Performance: Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedule will be considered. 5. Laboratory Qualifications and/or Accreditations: The evaluation will consider the level of accreditation of the soils testing laboratory to perform soil strength test (triaxial, unconfined, and direct shear) as well as basic characteriz ation of physical properties. 6. Knowledge of the Locality: The evaluation will consider the firms experience in the southern San Francisco Bay Area followed by experience in the greater San Francisco Bay Area, followed by the firms experience in the Sa n Francisco District's geographic boundary, which extends from the Oregon border south to San Luis Obispo and east to the Sacramento/San Joaquin valleys. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work that it intends to subcontract. Th e plan is not required with this submittal. The contract amount for the one year base period and any option period will not exceed $1,000,000.00 each period. The total contract amount shall not exceed $3,000,000.00.
