- SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal. Capital District Contracting Center on behalf of the Department of the Army, Manpower & Reserve Affairs (M&RA) HRsolution Program seeks qualified HUBZone, Servic e-Disabled Veteran-Owned Small Businesses, and all other categories of Small Businesses capable of providing business development, awareness, public relations, and IT support. The government anticipates award of a Firm Fixed Price contract. Other Direct Costs will be reimbursable with a handling fee authorized. The period of performance is a base period of twelve (12) months plus four (4) twelve (12) month option periods. The NAICS code is 541511 with a small business size standard of $23.0 million. The p urpose of the sources sought is to identify available qualified companies with experience and skill in conceptualization and implementation of a unique brand for the program, development of marketing materials, conference support, and other public relation s support designed to increase awareness of the advantages and cost effectiveness of using available IDIQ competitively awarded delivery orders. Maintenance and enhancement of the program web site requires ASP 3.0, IIS Web Server, SQL Server 2000, Windows 2000 Server skills, and knowledge of U.S. Army web site security requirements. Employees must have a secret security clearance. Additional information is contained on the program office web page at www.hrsolutions.army.mil. Interested HUBZone, Service-Disa bled Veteran-Owned Small Businesses, and other small businesses are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firms capabilities to perform the task. The capability statement is not to exceed 15 pages. The statement must provide a summary of relevant experience and knowledge that addresses the scope of the task. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitu te a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested p arties will be required to respond to the resultant solicitation separately from their response to this source sought. No reimbursement will be made for any costs associated with providing information in response to this sources sought.
