- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. HSFEMW-06-Q-0024, issued as a Request for Quotation (RFQ), is for the purchase of fiber and cable required for the installation of a backbone IT network. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 2005-09, dated 4/19/2006. This procurement is not a small business set-aside. The NAICS code is 335921/small business size standard 1,000. It is anticipated that only one award will result from this solicitation via the issuance of either a Delivery Order which will include Open Market commercial supply items or the issuance of a commercial item purchase order. It will be the Government?s final decision as to which type of award will be made. Offerors can provide GSA Schedule pricing and/or Open Market pricing. Delivery of the items will be made to FEMA?s Mt. Weather Emergency Operations Center (MWEOC) facility located in Mt. Weather (formerly Bluemont), VA 20135-2006, which is also the place of inspection and acceptance. Government desires delivery within 30 calendar days (or sooner) after receipt of order. Offerors shall submit pricing for the items contained below. Offerors are to specify on their response which items are GSA Schedule items and which items are open market. The provision at FAR 52.212-1, Instructions to Offerors?Commercial Items, applies to the Open Market items under this acquisition. The provision at FAR 52.212-2, Evaluation?Commercial Items, applies to the Open Market items under this acquisition. The award will be based on lowest price/technically acceptable. In order to be found technically acceptable, an offeror must meet the following criteria: 1. The offeror must be capable of providing all the items in order to be considered for award. 2. The offeror must be capable of providing the items w/n the 30 calendar day time period in order to be considered for award. Both criteria are of equal importance when compared to each other. In order for an offeror?s price proposal to be considered, the offeror must first be determined to be technically acceptable. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, with their response. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to the Open Market items under this acquisition.
