This amendment reflects a change in the quote due date. The quote due date is change from June 16, 2006 to June 30, 2006. Questions and Answers 1. Question: The RFQ document indicates that the due date for quotes is 23 March 2006, and the due date for questions in 29 March 2006. Please respond with the correct dates. Answer: The RFQ is due on June 30, 2006. The last day for questions was May 31, 2006. 2. Question: Do you only want instructor lead training performed in Dallas or would you be interested in a blended approach Answer: All training will be held in the Dallas office at Region 6. 1445 Ross Avenue, Dallas, Texas. Vendor can assign homework and special projects through the use of the Internet. 3. Question: Is this a performance based or a time and material contract? If neither, please state the kind of contract. Answer: This contract is time and material contract 4. Question: Is the agency anticipating a combination of group classroom training and individual study/coaching Answer: Most of the training will be done in groups in a class setting of 10-30 participants. The vendor will provide each individual with an assessment of their personal leadership characteristics and a Focused Development Plan. The vendor may assign homework or special projects in addition to classroom exercises. The Agency currently provides coaching to its managers on a voluntary basis under a separate contract. Coaching will be provided to those individuals that have a desire to develop their managerial skills. 5. Question: Are the "Representative Sample of LDP Guides/Manuals" included in the 40 page limit of the Technical Proposal? Answer: Vendor is allowed to submit representative samples of guides and manuals of LDP programs that the vendor has developed as an attachment. Vendor's technical proposal in addressing the Statement of Work is limited to 40 pages. 6. Question: Is Deliverable 2 the pilot module or all modules Answer: Deliverable 2 is not a pilot module it is a deliverable product. Deliverable 2 is the foundation of the learning objectives that the Agency would like the vendor to provide in the training course. 7. Question: Is Deliverable 2 due within 45 days of contract award or the completion of Deliverable 5 Answer: Deliverable 2 is due on the completion of Deliverable 5. 8. Question: Does EPA plan to use the OPM 360 assessment for this program? The RFQ mentions that this one has been used in the past. Answer: Vendor is allowed to explore various assessment tools and is not limited to OPM 360 assessment. 9. Question: Who is currently delivering this program, or who has delivered this program in the past? Were (are) there one or several contractors Answer: Currently, there are no vendors delivering the Leadership Development Program to the Region nor has there been any past contracted training programs. 10. Question: How often do meetings of the program participants and leaders occur? What is a typical timeline/schedule for trainings? Answer: The vendor should design the training program to run from 6-18 months. Training can vary from 2-4 days within a week, with training taking place every month to every other month in variations. 11. Question: ...will this project entailed the use of interactive media and digital video? Answer: An onsite trainer or trainers will present the Leadership Development Training Program to our participants. At this time, interactive media and digital video training may be considered as an option of the Statement of Work. 12. Question: Has this contract been awarded before? If so, who are the incumbents? And what was the length and cost of previous contract? Answer: No 13. Question: Is this RFQ a multiple vendor award? Answer: No 14. Question: The Statement of Work's Written Technical Proposal Section states that the implementation plan defining how the objective of the Statement of Work will be accomplished should be no more than 40 pages. Does this 40 page requirement include the request to include incidents showing ability? and examples? Or is just the implementation plan no more than 40 pages? Answer: The 40 pages include all of the contractor's proposal. 15. Question: It is mentioned that the request should be submitted to the contact in 5A. 5A lists US EPA, PROCUREMENT SECTION, 1445 ROSS AVENUE, SUITE 1200, DALLAS, TX 75202 2733. There is no contact name. Do we need a contact name? Answer: You should be the RFQ Number: RFQ-TX-06-0021. Attention Cheryl Hill. 16. Question: Could you clarify the date proposals must be received and where it is to be delivered. Answer: The RFQ is due on June 30, 2006. Question: Regarding the Statement of Work's Representative Sample guidelines. Per page12 of the Statement of Work -12 A. - 1: 1. Representative Sample of LDP Guides/Manuals shall be the complete portion of the LDP Guides/Manuals for the Lesson Topic identified in Attachment II. There is more than one topic in Attachment II. What topic should the Representative Sample of LDP Guides/Manuals be based on? Answer: Attachment II is located on page 16 of the Statement of Work. 18. Question: The RFQ begins on Standard Form 18(Rev. 6-95) indicating 1 of 6 pages; however, only 2 pages of the document are included. Do additional pages exist with pertinent information? Answer: The correct number o pages is 4. This includes the first two pages of the RFQ and the two additional pages. 19. Question: The RFQ indicates it IS a small business set-aside. Additionally, on the page numbered "26" FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside is indicated. Is this RFQ a Service-Disabled Veteran-Owned Small Business Set Aside? Answer: This RFQ is 100% set-aside for small business. FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside was marked in error. 20. Question: Within the Statement of Work, Attachment 1- Instructions for preparation of proposals, details of written proposal and oral presentation are included. Is this still the intent for evaluation Answer: Yes, this will be the evaluation process. 21. Question: What are the Executive Core Qualifications, and will we be able to review them in advance of curriculum development? Answer: Executive Core Qualifications (ECQ) as mention on page 3 of the Statement of Work is established by the Office of Personnel Management (OPM) under the Core Leadership Curriculum. This can be located under their webpage: http://www.opm.gov/ses/qualify.asp 22. Question: Is the Cost and Price Proposal to be submitted as a separate document from the Technical Proposal. Or is the Cost/Price Proposal included in the Technical Proposal marked as a separate section? Answer: Please refer to the Statement of Work under written technical proposal under section D. Cost and Price Proposal.
