Description
NAICS Code: 334516 In accordance with FAR Part 13.106-1(b)(1), the U.S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Vashaw Scientific, Inc (Leica Microsystems) to manufacture an inverted epi-fluorescent microscope with differential interference contrast (DIC) and interference modulation contrast (IMC) images using bright-field objectives. The U.S. EPA ?s office of National Health and Environmental Effects Research Laboratory (NHEERL), Neurotoxicology Division (NTD) microscopy core users group image and analyze both living and fixed cells and tissue to assess morphological changes induced by exposure to neurotoxicants. This particular requirement is for a LEICA DMI research inverted microscope equipped with DIC, IMC and fluorescence, with high resolution ORCA-AG camera and COMMIX IPA Image Analysis software. Based on the EPA's knowledge of the inverted epi-fluorescent microscope industry, Leica Microsystems (represented by Vashaw Scientific, Inc) is the only manufacturer which combines the use of bright-field optics for fluorescence, DIC, and IMC with automation required for the multiple user environment in the NHEERL/NTD microscopy users group. The total microscope/camera/imaging software package provided by Leica and Vashaw Scientific is critical in providing an automated microscope imaging system that will satisfy the low-light quantitative fluorescence requirements for high-resolution images of sub-cellular structures in the nervous system. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice.
