- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a ?market search? to determine potential Small Business (SB) sources in preparation for a future procurement. The United States Environmental Protection Agency (USEPA) Office of Water, Office of Science and Technology (OST), has a requirement for a contractor to provide technical support to conduct studies of industrial categories and to develop regulations applicable to industrial wastewater discharges. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities necessary to timely support the requirements of the statement of work, to include, technical support in developing effluent guidelines and industry studies, including the conduct of literature searches and other data collection activities. The contractor shall be responsible for conducting site visits and sampling of water and wastewater at industrial facilities, developing and administering surveys, analyzing data, preparing industry profiles, evaluating wastewater and pollution control technologies, estimating capital, operation, and maintenance costs of wastewater treatment, best management practices and pollution prevention technologies. In addition, the contractor shall be responsible for evaluating alternatives to regulations - such as voluntary compliance and pollutant trading. The contractor shall evaluate the fate and transport of pollutants in the environment, manage data through the use of databases, and prepare reports, data summaries and other documentation. The contractor shall conduct analyses of new industrial wastewater regulations required by Executive Orders and prepare regulatory and administrative documents sufficient to comply with applicable requirements, such as, the Regulatory Flexibility/Small Business Regulatory Enforcement and Fairness Act, the Unfunded Mandates Reform Act, the National Technology Transfer and Advancement Act, and Environmental Justice. The contractor shall provide support services to assist USEPA in implementing existing industrial wastewater and NPDES regulations, such as the development of outreach and training materials. Additionally, the contractor shall review reviewing rulemaking records and providing support in the conduct and set-up of conferences and workshops. Any resulting solicitation will include management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the EPA. Contingent upon responses received, it is contemplated that a level-of-effort cost-plus-fixed-fee solicitation will issue requesting proposals for services consisting of a base period performance of twelve months, followed by four (4) optional performance periods of 12 months each, for a total potential performance period of five (5) years. Each performance period will consist of approximately 25,000 direct labor hours, being, 2,500 base direct labor hours plus 22,500 optional quantity direct labor hours, for a maximum combined total of 125,000 direct labor hours, base and all optional quantities, over the five (5) year life of the contract. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) requiring an offeror to certify that it is unaware of any potential Conflict of Interest or to disclose any potential Conflict of Interest of which it is aware will be a part of the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential Conflict of Interest discovered after contract award will also be a part of the solicitation. Given the nature of the support required, additional conflict of interest requirements relative to regulated industries may be required. These additional conflict of interest requirements are currently being developed and will be provided in the pre-solicitation synopsis. The requirement is intended to be 100% set-aside for small business. The applicable NAICS code is 541620 with a size standard of $6.522 million. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered sufficient for response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS and whether or not they are a certified HubZone, 8(a), Woman-Owned, Small Disadvantaged and/or Disabled Veteran-Owned concern.
