Description
This is a Sources Sought announcement and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests comments concerning its proposed plan for c ontracting the construction of the U.S. Army Medical Research Institute for Infectious Diseases (USAMRIID) Replacement, Stage 1, located at Fort Detrick, Maryland. The government will consider these comments and plans to issue the formal solicitation in t he fall of 2006. The United States Army Medical Research Institute of Infectious Diseases (USAMRIID) is the vanguard of the nation's capability to protect the U.S. military from battlefield biological threats. It is the cornerstone of an emerging National Interagency Biod efense Campus consisting of multiple federal agencies conducting biodefense research at Fort Detrick. Today, however, USAMRIID scientists and staff work in antiquated facilities that are overcrowded and require increasing levels of maintenance. The Depar tment of Defense has committed to a recapitalization plan to provide new expanded facilities for USAMRIID. The recapitalization will proceed in two distinct stages, with supporting/related projects. The solicitation is for construction of Stage 1 of the Recapitalization Program. Stage 1 will be an approximately 687,000 gross square foot facility, incrementally funded from fiscal years 2007 through 2010. The NACIS Code is 236220 with a size standard of $31,000,000. Estimated construction cost of work under this procurement is $300 to $400 million. The facility is in the early stages of design and will include office/administrative areas, laboratories with biosafety levels 2 through 4, aerobiology, a nimal areas with animal biosafety levels 2 through 4, general building support, and all associated supporting facilities including parking. Construction is planned to begin when all required environmental approvals are received, currently expected to be la te summer of 2007. The construction will be accomplished through multiple contracts, including set-asides for socio-economic programs. Contracts for construction to be set aside for socio-economic programs will be procured separately and are not included in this solicitatio n. The solicitation will be unrestricted and is planned to include all building core and shell, and fit-out of critical areas. Work will be designed and packaged to support a fast-track construction scenario. The government is still considering whether work under this solicitation will be awarded as either one or multiple construction contracts, and how the contracts will be structured. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, and if the Government still plans to proceed with the acquisitions, solicitation announcements will be published in the Federal Business Opportunity for the respective projects. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Baltimore District, Corps of Engineers in determining potential sources only. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information soli cited.
