- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, under 13.5 Test Program as supplemented with additional information included in this notice. * * * THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. * * * Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M21X6125A200-1A and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. (iv) This acquisition is 100% set-aside for small business. The associated NAICS code is 332311 with 500 employees size standard. (v) Offerors shall submit two (2) lump sum quotations for all labor and materials included in this project as per attached Statement of Work (SOW) (Attachment 1) Cross-Draft Paint Spray Booth and (Attachment 2) Side-down Draft Paint Booth. Only one (1) proposal will be awarded based on available funding. All responsible sources may submit a proposal, which shall be considered by the agency. (vi) The requirement is to provide a Spray Paint Booth, 1 each, to include disassembly, removal and discarding of existing spray paint booth in accordance with the performance work statement below. Spray Paint Booth shall be in accordance with the Corrosion Control Facility Reference Guide (CCGRG) dated 27 February 2003, change 5 dated 5 April 2004, which is available at https://afcpco.robins.af.mil. The following documentation is available upon request: (1) CCFRG Narrative for Spray Paint Booth, (2) Permit Application Part I, Part IIA, & Part IIB, (3) Air Dispersion Modeling Questionnaire. (ix) FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance, (2) Price, and (3) Technical capability of the item offered to meet the Government requirement. The Government will evaluate offerors for award purposes for the total price for the requirement. PAST PERFORMANCE IS SIGNIFICANTLY MORE IMPORTANT THAN PRICE. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide a minimum of 3 references of your most recent projects. (Recent - within a three year time frame.)
