Description
NOTICE OF INTENT: The National Environmental Satellite, Data and Information Service (NOAA/NESDIS) intends to negotiate on a sole source basis, citing 41 U.S.C. 253 (c) (1) ?Only one responsible source,? with the Institute of Electrical and Electronics Engineers (IEEE), a non profit organization. IEEE through its Geoscience and Remote Sensing Society sponsors each year the International Geoscience and Remote Sensing Symposium (IGARSS). IGARSS is expected to be held in Denver, CO from July 31-August 4, 2006; Barcelona, Spain from July 23-27, 2007; and Boston, MA from July 7-11, 2008. The IEEE Geoscience and Remote Sensing Society (GRSS) is the leading professional society in the theory, concepts, and techniques of science and engineering as applied to remote sensing of the Earth. GRSS-sponsored IGARSS is the premier world conference on this topic. The purpose of IGARSS is to bring together a unique mix of international scientists and engineers focused on advancing the state-of-the-art in remote sensing scientific phenomenology, the associated measurement techniques, and essential enabling technologies. IGARSS conferences have been co-sponsored by NASA, Office of Naval Research, NOAA, and several other technical societies. The Contractor shall provide the following services: (1) Publicize the Symposia; (2) Review Proposed Papers and Notify Authors; (3) Organize Symposia Technical Sessions; (4) Arrange for Session Chairmen and Other Speakers; (5) Publish and Distribute Advance Program; (6) Publish the Digests of IGARSS ?06, IGARSS ?07, and IGARSS ?08; (7) Conduct the Symposium; and (8) Prepare Final Report. The Government anticipates the award of a firm fixed price purchase order. This acquisition will be conducted utilizing the procedures in Federal Acquisition Regulations (FAR) Part 13, ?Simplified Acquisition Procedures.? A formal Request for Quotation is currently not available. The NAICS Code is 813920, having a dollar amount of $6.5 million. All responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses or questions resulting from this notice may be submitted via e-mail to Paula.Frickey@noaa.gov no later than 3 p.m. Eastern Standard Time on the closing date posted. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference NEEL0000600101 in your response. The response time will be 15 calendar days which is an exception to the 45 calendar day requirement in Note 22.
