- This is Amendment No. 1 to the AIDSTAR RFP to extend the closing date and apply other modifications as described in the attachments. AIDSTAR is a full and open competition for the AIDS Support and Technical Assistance Resources Contract (AIDSTAR), is to establish a mechanism to make technical assistance and implementation support available to USAID?s Office of HIV/AIDS (OHA) in all countries where the President?s Emergency Plan for AIDS Relief is providing HIV/AIDS assistance, including both focus and non-focus countries. On request, AIDSTAR will support USG operating units, including USG country teams, USAID/Washington (USAID/W) Bureaus and other USG agencies, in implementing the President?s Emergency Plan and contributing to achievement of Emergency Plan goals in two different sectors: 1. HIV/AIDS Prevention, Care and Treatment; and 2. HIV/AIDS Institutional Capacity Building. AIDSTAR shall provide the Government with cost-effective access to technical expertise and implementation support to meet evolving HIV/AIDS needs.
