Description
The Social Security Administration (SSA) is seeking quotations for the acquisition of Panasonic UG-5520 toner cartridges for Panasonic Model UF-890 Fax Machines. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This procurement is being conducted as a simplified acquisition in accordance with FAR Part 13. The incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular 2005-09. This is a small business set-aside. The North American Industry Classification System code for this acquisition is 453210. The small business size standard is $6.5 million. All responsible small business sources may submit a quote that will be considered by the agency. Quotes that are submitted from other than small businesses will be rejected. This request for quotation is identified as Solicitation Number SSA-RFQ-06-1410. REQUIREMENT: Three hundred fourteen (314) Panasonic UG-5520 toner cartridges to be used on Panasonic Fax Machines, Model UF-890. Inventory Control Number (ICN) is 759389. National Stock Number (NSN) is 6750-00-000-0312. BRAND NAME JUSTIFICATION: Panasonic brand-name toners are required for direct use on existing Panasonic Fax Machines, where previously acquired non-brand name toner cartridges have leaked onto the machines resulting in costly repairs. DELIVERY: The contractor shall deliver all quantities within ten (10) calendar days from receipt of the purchase order to the address specified below. PACKAGING: Each package must be marked with the ICN, NSN, and purchase order number on the outside. DELIVERY LOCATION: Delivery shall be F.O.B. Destination to the Social Security Administration, Supply Building Loading Dock, 6301 Security Blvd., Baltimore, MD 21235-6301. Telephone number: 410-965-1095. Delivery shall be made between the hours of 6:15AM & 3:00PM, Monday through Friday. TERMS AND CONDITIONS: The clauses at FAR 52.212-4 Contract Terms and Conditions--Commercial Items and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items are incorporated by reference. FAR 52.212-5 applies as follows: (a); (b)(5)(i), (14), (15), (16), (17), (18), (19), (20), (26), and (31). INSTRUCTIONS FOR SUBMITTING OFFERS: The provision at FAR 52.212-1 Instructions to Offerors--Commercial Items is incorporated by reference. Offerors shall follow the instructions set forth therein. Paragraphs (e), (h), and (i) do not apply. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. Offers shall be submitted by 3:00pm EST, June 12, 2006 to Tonya Saunders via email at tonya.saunders@ssa.gov. EVALUATION CRITERIA AND AWARD: The provision at 52.212-2, Evaluation ? Commercial Items, applies as follows: Paragraph (a), the Government will award a purchase order to that offeror representing the lowest price brand name product (i.e., Panasonic brand toners), deliverable within ten (10) calendar days from receipt of purchase order. If two or more offerors are equally lowest price and can meet the deliverable requirement, the socio-economic status of those offerors will be the deciding factor for award in descending order of priority as follows: 8(a)/HUBZone, 8(a), HUBZone, Service Disabled and Small Business. Paragraph (b) is not applicable. Paragraph (c), a written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
