Description
NASA/GRC is hereby soliciting information about potential sources for design, development, test, and evaluation (DDT&E) of an actuation system for a flight-qualified actuator the Upper Stage (US) Thrust Vector Control (TVC) System of NASA?s Crew Launch Vehicle (CLV). Currently the first CLV orbital flight is scheduled for January 2012. Further CLV US planning information is available at http://prod.nais.nasa.gov/eps/eps_data/119491-OTHER-001-001.pdf . This effort is intended to reduce the technical and schedule risk for the TVC by completing actuation system development and design through Critical Design Review, allowing for easy transition to a production phase. For the purposes of this synopsis, the actuation system is defined as actuator, controller, and all associated connections/cabling. The TVC actuators shall meet the following performance requirements: Rated Load: 20,000 lbs; Rated velocity: 1.7 in/s; Total Stroke: 2 in. At this time these actuator performance requirements are preliminary. For CLV US application, they will be used to position a gimbaled J-2 rocket engine in two directions during the ascend phase of the CLV mission. Consequently, the actuator weight, size, & reliability are major considerations in the design and development effort. The development effort will include bench tests, breadboards and/or prototype units as necessary to mature the actuation system design. More details on the performance specifications will be included in any resultant Request for Proposal (RFP) which is planned for release in the summer of 2006. The intent of this Sources Sought is to identify interested participants and their capabilities for providing human-rated flight hardware. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references highlighting these capabilities. Please limit responses to 4 pages/slides or less. All responses should be provided in MS Word document or Adobe PDF format via electronic media. Please advise if your proposed solutions will be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. In addition, provide information on the nature and amount of proprietary information in the proposed solution as it applies to design, fabrication, drawings, software, etc. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Providing data/information that is limited or restricted for use by NASA for that purpose would be of very little value and such restricted/limited data/information is not solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
