Description
The Headquarters Air Force Services Agency (HQ AFSVA), Directorate of Non-Appropriated Funds (NAF) Financial Management and Comptroller (HQ AFSVA/SVF), is seeking a commercial-off-the-shelf (COTS), Web-Based Labor Management /Time Clock Software (WBLMTCS) solution. The system must support a global Internet solution to accumulate time, submission, transmission, storage, and retrieval of required Time and Labor information for payroll production. This includes the capability to accept internal and external files and export data using open application programming interface (API) standards. The Payroll Division through the Air Force Non-Appropriated Funds (NAF) Time and Labor Program provides for central consolidation and management of all Nonappropriated fund Time and Labor on approximately 90 Air Force bases throughout the world. HQ AFSVA will provide the necessary on-site equipment and facilities at all locations for the Local Area Network (LAN) hardware, servers, and Wide Area Network (WAN) requirements. We currently are operating in a client server environment. We are running Microsoft Server 2000, a SQL database server and an Oracle database server. The operating system in the new WBLMMTCS may be UNIX, Sun Microsystems' Solaris, or Microsoft Windows. Vendor may recommend upgraded hardware systems, but the Government is under no obligation to purchase said equipment. All interested parties can request a proposal package from Hope R. All responses shall be received no later than 10 July 2006, 4:30 P.M., Central Standard Time. All questions concerning this RFP need to be submitted by 19 June 2006 by email or fax and the response will be posted on our website within 10 days after receipt of questions. This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars.
