Description
The Air Force Flight Test Center (AFFTC), Edwards Air Force Base, CA is seeking potential sources capable of providing JMETC Event Support. SCOPE This effort provides the 412 Test Wing (TW) access to Boeing Aircraft Hardware in the Loop (HITL) Labs and High Fidelity Aircraft Simulators, for platforms such as AWACS Block 30/35 and 40/45, F-15, and F-18, integrated into a distributed test environment. 412TW Live, Virtual, and Constructive (LVC) assets will participate in a distributed test event in August 2006 for the Joint Mission Environment Test Capability (JMETC) program. The 412TW engineers would like to check out the mission flow, network data load, and link communication with command/control aircraft. The contractor shall provide various mission-based Link 16 data and ?ownship? data real-time to 412TW assets to help with this check out. ?Ownship? data is position and weapon system status data that is generated by the aircraft HITL Lab or simulator before it is packaged for transmission on Link-16. These HITL Labs and/or Simulators will be tasked to participate in defined test scenarios to support testing. In these test scenarios these HITL Labs and/or simulators will be asked to send and receive link 16 data link messages per the scenario. Message data will be compared with recorded HITL Lab and/or simulator transmitted and received data to verify message traffic between all systems within the network of LVC systems participating in the test. The period of this effort is from 1 June 2006 to 1 Sept 2006. The statement of work required is described below: DESCRIPTION OF SERVICES 1.0 Simulation Assets: The contractor shall provide access via a network to aircraft hardware in the loop and high fidelity simulators for use in distributed testing. During a test each HITL Lab or simulator shall be manned and required to send and receive Link 16 messages real-time per requirements in a defined NCW test scenario. The contractor also shall provide real-time ?ownship? data for each HITL Lab and simulator participating in the distributed test network. Simulation assets shall be integrated into a distributed battlespace environment provided by the contractor. These simulators are also required to receive and process threat data in a DIS PDU format from the AFFTC Digital Integrated Air Defense System (DIADS). 1.1 NCW Battlespace Environment: The contractor shall provide a Battlespace Environment capable of displaying a terrain lay down from anywhere in the world. This environment shall be capable of integrating simulated or live-fly aircraft into the environment via a DIS interface or JREAP-C Link 16 Interface. The environment shall be capable of depicting both red and blue force data in real-time. The Battlespace Environment shall be capable of operating at a minimum of a Secret Collateral Level. The environment shall be able to receive threat data from the AFFTC DIADS via a DIS PDU in real-time. The environment shall be capable of graphically depicting any asset in the environment with its graphically representative image. The environment shall accurately depict an asset?s position in the environment as well as its real-time three-dimensional movement. The environment shall be capable of displaying real-time Link16 message traffic from and to all Link 16 capable entities within the environment. The environment shall be capable of displaying ?ownship? data real-time from any aircraft HITL Lab or simulator within the battlespace. The environment shall be capable of storing all real-time Link 16 and ?ownship? data with its associated IRIG B time tag. The environment shall contain a Graphical User Interface (GUI) based data retrieval capability to access data sets according to metadata that includes as a minimum the following: Flight Number, Test Card Number, Time Range, Simulators Required, Type(s) of Data (Link 16 Message Data, Simulator ?Ownship? Data). The environment shall contain a GUI based data analysis capability that can display and print in both tabular and graphical form. The data analysis capability shall be able to store on electronic media, in comma delimited format, any data set retrieved. 1.2 Network Connectivity: The contractor shall provide the network connectivity required to link their simulators and Battlespace Environment to the AFFTC Data Acquisition and Transmission System (DATS) and/or the Defense Research Engineering Network (DREN). The contractor shall ensure that all applicable network security paperwork from both DISA and SAF /AQ is complete and approved before connecting their network with the AFFTC network(s). 1.3 Operations Support: The contractor shall provide manning to operate its HITL Labs and/or simulators during NCW test events. The operators shall operate the system according to defined mission scenarios. Operator representatives shall participate in Technical Interchange Meeting teleconferences during the test planning phase to assist in the definition of test scenarios for a particular test. Operators shall participate in Mission Pre-Briefs the day before a mission to ensure that there is an understanding of the test and receive any changes to the test mission. 1.4 Engineering and Technical Support: The contractor shall provide engineering and technical support to support test planning and test conduct. The contractor also shall provide the technical support required to establish and maintain the network linkage between the contractor?s HITL Labs and simulation assets and the AFFTC DATS and/or DREN networks. In addition, the contractor shall provide engineering and technical support required to troubleshoot data problems with HITL Labs, simulators, link-16 messages, and ?ownship? data. The contractor shall provide technical support required to set-up, operate, and troubleshoot a common simulated battle environment. 1.5 Support Scheduling: The contractor shall be required to support a test given two weeks notice. The contractor shall have the flexibility to adjust to government requested unplanned test slips by 2 days without cancelling the support and re-scheduling. 1.6 Reporting: Monthly status reports shall be provided to the AFFTC, and copied to the Government personnel identified by the AFFTC. The monthly status reports shall provide detailed reporting of expenditures. Contractor format is acceptable. 1.8 Period of Performance: The period of performance for this effort shall be from 1 June 2006 through 1 September 2006. 1.9 Travel: The contractor shall travel as required to support test related meetings. Most meetings will be held via telecon. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide complete JMETC Event Support listed above. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 541330. The Small Business size standard is $4.5 million. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in Jun of 2006.
