Description
Provide professional services necessary for various Health Care Planning Services for VISN 5 Medical Centers: Washington DC, Baltimore, MD, Perry Point MD, Fort Howard, MD and Martinsburg, WVA. This includes, but is not limited to their associated hospitals, community based outpatient clinics, nursing homes and domiciliaries. Services include site investigations, master planning activities, development of schematic alternatives, and cost estimates. Area of consideration is restricted to firms located within a 150-mile radius of Washington, DC. The governments intends to award one open-ended A/E Indefinite Delivery Indefinite Quantity (IDIQ) master contract for a period of one base year not to exceed $500,000 and three one year option years not to exceed $500,000 each. When services are required, a work order will be issued. Work orders will be issued by the Contracting Officer and will detail the scope of work. The Consultant and Contracting Officer will review the scope of work and negotiate the amount of hours required and the completion schedule. Scope of work will vary by the needs of each medical center. Work orders are limited between $50,000 and $100,000. The Government is uncertain as to the number of task orders that will be placed against the contract during the term of the contract. Award of individual task orders is contingent upon project funding. Selection criteria will be based one: (1) Past performance on similar projects in terms of cost control, compliance with project schedules and project budgets and quality of work; (2) Overall engineering Health Care Planner experience; (3) Qualifications of staff to be assigned, with special emphasis on field personnel to be assigned; and (4) Capacity to accomplish multiple, simultaneous task orders at different locations. A/E firms that meet the requirements listed in this announcement are invited to submit six (6) copies of the completed Standard Forms (SF) 254 and 255 and include Agency Identification number is VA-688-06-PR-0013 to the Contract Specialist in Room 3D233 on or before July 6, 2006 2:00 PM EST. This procurement is 100% set aside for small business. The Small Business Size Standard set by NAICS code 541310 is 4 Million. No bid packages are available. This is not a Request for Proposal (RFP).
