Description
Provide A/E Services including schematics, design development, construction documents, technical specifications, construction period services, site visits, cost estimates, as-built documentation, and all other related information for Project 515-06-102, Correct HVAC Deficiencies B84, at the VA Medical Center in Battle Creek, Michigan: Scope: (i)The project will correct several HVAC deficiencies currently existing in Building 84, and install twenty (20) additional medical gas headwalls on both the first and second floors. Work will include the installation of a new ducted return for the existing HVAC system, along with the relocation of any necessary utilities. Ceilings will be replaced where necessary, and incidental interior finish repairs will be accomplished. (ii) Two isolation rooms will be created, with the nurse?s station being relocated to better monitor the floor, requiring modifications to the existing floor plan. (iii) Medical gas systems within the building will need to be evaluated and replaced if necessary to meet the increased demand, and new over-bed lights and nurse call stations will be integrated into the new headwalls. Construction cost range is $500,000 to $1,000,000. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: (1) Specialized experience and technical competence of the firm (including a joint venture or assoc.) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; and professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations; (3) Unusually large existing workload that may limit A/E?s capacity to perform project work expeditiously; (4) Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to determine adequate performance by an A/E; (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; and (7) Use of small business consultant(s). Interested A/E firms must submit a Standard Form 330 Architect-Engineer Qualification to this office by 3:30 p.m. on June 23, 2006. The SF 330 is available at www.gsa.gov. See Numbered Note 24.
