Description
Procurement Technician services for the Oklahoma City Area Indian Health Service, Division of Acquisition Management. Period of Performance is August 26, 2006 through August 25, 2007. The Service Contract Act is applicable under certain circumstances. Go to www.dol.gov for wages rates for the Oklahoma City, Oklahoma County, State of Oklahoma area. This solicitation is 100 Set Aside Buy Indian (American Indian) offerors. Issue date is June 9, 2006 and closing date is July 10, 2006, 4 p.m. CDT. Contractor serves as a Procurement Technician for the Division of Acquisition Management, Oklahoma City Area Indian Health Services (OCAIHS), to perform the following services: With minimum oversight, processes medical and dental provider agreements for the Oklahoma City Area IHS. This includes: Reviewing the Contract Health Service agreements for accuracy, assuring that all required licenses, insurance documents, CV?s, etc. have been received and are current Prepare the provider agreement and/or modification for the Contracting Officer?s signature Prepares letters to notify and/or request information from the providers that require the Contracting Officer?s signature Prepares requisitions at the request of the Director, Division of Acquisition Management Interacts frequently with medical providers. Answers non-technical questions, always communicates in a professional manner Sends provider agreements to new Providers at their request, or at the request of the Director of Contract Health Services Communicates timely via e-mail with the provider or Director of Contract Health Service on the status of various issues, responds timely to requests for information Disseminates Provider Agreements or other pertinent information as necessary All correspondence error free and professionally prepared for the Contracting Officer?s signature Prepares and edits a variety of forms, letters, labels, memos, documents, and reports based on oral or written instructions from the Division personnel Reproduces and distributes material for the Division, to field and area offices, headquarters offices and other IHS and medical professionals Files correspondence and office copies in the appropriate folders and electronic files in appropriate directories Occasionally receives incoming calls for individuals throughout the Division for the office voice mail system. Gives general non-technical information to callers and takes messages for the Division when they are out of their respective offices Knowledge required by position Knowledge of the OCAIHS ARMS system, including the requisition, purchase order and BPA programs Knowledge of HHSAR, IHS Manual, Part 5, Chapter 5 as it pertains to Contract Health Services and BPA procedures that apply Knowledge and ability to operate Microsoft Word, Excel and other computer software packages. Windows operating environment and an IBM compatible desktop computer Knowledge and ability to correctly prepare and edit a variety of forms, letters, labels, memos, project documents, and reports for the Division personnel Knowledge and ability to operate the document reproduction machine(s) used by the Division including familiarity with the capabilities of the machine(s) (e.g., single, back-to-back, reduction, collating, etc.) Knowledge and ability to correctly file correspondence and office copies in appropriate folders and electronic files in appropriate directories Knowledge and ability to operate the telephone answering switching system used by the Division including familiarity with telephone system capabilities and personnel within the Division Knowledge and ability to communicate and understand verbal/written instructions in English Contractor is monitored by the Division Director Detailed verbal and/or written guidelines and/or instructions are provided for the various tasks assigned The functions of this position directly impact the delivery of health care services to Native American clientele which is the primary mission of the Indian Health Service Accuracy, dependability, professionalism and efficiency in the preparation and editing of the acquisition duties, paperwork, document reproduction, filing and operation of the telephone system. Work facilitates the overall work effort in the Division Contacts include Indian Health Service professional and clerical staff, medical professionals, Fiscal Intermediary and Native American clientele Evaluation Criteria Technical as well as price will be a deciding factor for award of a purchase order. Measurement of possession of the Knowledge, Skills and Abilities (KSA?s) will be accomplished through review of the resume; narrative statement related to the KSA?s, employment interview and reference check results. Provide a narrative statement, which fully describes all aspects of your background as they relate to the KSA?s outlined below: a. Ability to communicate verbally and in writing b. Knowledge and skill in applying a wide range of office automation software such as Word, Excel, or Access to produce a wide variety of documents. c. Ability to work independently and/or under pressure d. Ability to meet and deal with a variety of individuals 3. Provide 3 letters of reference from past supervisors (phone numbers and/or address must be current). 4. Provide a copy of your Certificate of Degree of Indian Blood (CDIB); or Tribal Membership Identification Card. 5. Must be registered in the Central Contractor Registration (CCR) database.
