Description
It is NOAA?s intent to negotiate a sole source contract with the Canadian Scientific Submersible Facility for the operation and use of the Remotely Operated Platform for Ocean Sciences (ROPOS) remotely operated vehicle. The expedition will study submarine hydrothermal systems involving complex underwater operations with specific requirements for a remotely operated vehicle (ROV). The ROV must have unique features and functions and provide specific services to perform the required research operations. The requirements include: Depth capability to at least 2000 meters. Two hydraulic manipulators with 7-function capability both sides able to lift 200 pounds in water. Hydraulic-pump suction sampling system to collect multiple soft solid samples. 3000 pound lifting capability to recover heavy instruments. Minimum 3 available hydraulic functions to trigger samplers. Temperature sensor with range of zero to 400?C. Digital still camera with minimum 4 Megapixel image quality. 3-chip color video camera with pan, tilt, zoom and digital video recording equipment. Acoustic navigation system with capability to locate the vehicle with an error of less than 25 meters at 2200 meters depth. The system can be either long baseline or ultra short baseline if it meets this requirement. Data-logging system to record time, navigation data, sensor data, video frame-grab images, and user-defined information on operations and sampling. ROV operator must be able to provide digitally recorded data log on CD or DVD at the end of the expedition. Experience with interfacing scientific instruments to the ROV. The ROV must be able to support an instrument weighing 235 pounds in air and up to 100 pounds in water, with a footprint of 45x34x15 inches. ROV must be able to provide power, serial (RS232/RS485) and ethernet data communication for a variety of instruments, and must be able to change instrument configuration while at sea. The contractor shall provide the ROV (including operation and navigation of the ROV) to perform dives. The ROV shall be self-sufficient with all necessary equipment for operation, and capable of one 36-hour continuous dive operation during the expedition, two optional extended dives and the remainder of the expedition operating the ROV at 12 hours per day. The Research Vessel Thomas G. Thompson, operated by the University of Washington will be the support vessel for the ROV. The contractor shall install the ROV system on the Thompson, in coordination with ship?s personnel. The operational areas will be the Axial Volcano site on the Juan de Fuca Ridge lying 500 km west of Astoria, Oregon, and the Endeavour Segment of the Juan de Fuca Ridge, lying in Canadian EEZ waters 150 km SW of Vancouver Island. The performance period covers 12 ROV dive days and two standby (transit) days in the period August 22 through September 7, 2006.
