Description
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) is seeking quotes from qualified providers capable of Soil Survey database Development and Documentation to include Official Series Descriptions (ODS), Taxonomic Unit Description (TUD) and Map unit Descriptions (MUD). Database information will be gleaned from hardcopy information resulting from the Yakima Indian Reservation soil survey. Field investigations may be required to valid and/or confirm hardcopy information. The work will consist of editing and entering Soils Pedon data and accompanying field notes into Pedon software; developing soil engineering and other properties for about 155 soil series using a MS-Excel data entry spreadsheet; populating about 540 data map units in the National Soil Information System (NASIS) with data derived from the data entry spreadsheet; and reviewing and editing about 180 Official Series Descriptions (OSDs). Input Data must fully meet the requirements set by the National Cooperative Soil Survey (NCSS). Evaluation criteria; all firms responding to this announcement will be evaluated on the following factors shown in descending order of importance. 1) Professional qualifications for satisfactory performance of the required services; 2) Specialized experience and technical competence in the type of work required( i.e., NCSS standards and procedures, working knowledge with NASIS, working knowledge with Microsoft Access and Excel programs). 3) Capacity to accomplish the work in the required time.4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. This is a 100% small business set aside. The North American Industry Classification System (NAICS) Code is 541990. The business size standard for this code is $6 million. Offeror must be registered in the Central Contactors Registrati0n (CCR) database and meet complete Online Representation & Certification Application(ORCA) prior to award. The solicitation package (RFQ) will be issued within seven (7) days from the date of this notice.
