- The SPAWAR Systems Center Charleston intends to award a $197,157 sole-source contract to ALION/JJMA, Inc. in support of the Maritime Toxic Pen Project. ALION/JJMA will provide Ship Check support, design efforts for the antennas, ABS (American Bureau of Shipping for Maritime Standards) approval, Equipment Farbrication and Installation efforts and testing for the Maritime Toxic Pen Project. ALION/JJMA will fabricate and install the antenna, which must be customized to each platform???s unique electromagnetic signature, and the cabling must be electrically matched to be the same length between each antenna node. ALION/JJMA has satisfactorily accomplished this task in the past on a nearly identical platform for SPAWAR Charleston and is the only potential source that has this experience. There is a need to position each node individually based on Platform Electro Magnetic Interference (EMI) and Radio Frequency Interference (RFI), the need to install the antenna electrically paired, and all within a diminishing time frame. ALION/JJMA, Inc. is the only source capable of performing this work. THIS ANNOUNCEMENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
