- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued using simplified acquisition procedures under the authority of far subpart 13.5, test program for certain commercial items. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. This requirement is being competed on an unrestricted basis. Therefore, all responsible parties may submit a quote. The U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST) has a requirement for a Servo-Hydraulic Upgrade of an Existing 12 Million Pound Universal Test Machine located on the Gaithersburg, Maryland campus. BACKGROUND NIST owns and operates a unique Bliss 12 million pound capacity UTM located in the high-bay area of Building 202 at its Gaithersburg, MD campus. This machine is used for large-scale tension and compression testing of structural components and to conduct calibrations of high-capacity load cells. The machine has been in frequent use over the past 2-3 years for proof testing of large, offshore oil platform components for which there is no other suitable facility. The purpose of this upgrade is to improve the reliability and function of the existing machine by implementing a full servo-hydraulic control system on the existing machine. THE CONTRACT LINE ITEM NUMBER (CLIN) FOR THIS SOLICITATION IS AS FOLLOWS (ALL PRICE QUOTATIONS SHALL INCLUDE ONLY THIS CLIN): CLIN 0001: SERVO-HYDRAULIC UPGRADE OF AN EXISTING BLISS 12 MILLION POUND UNIVERSAL TEST MACHINE, INCLUDING ACCEPTANCE TESTING AND CONTRACTOR TRAVEL COSTS; QUANTITY: 1; UNIT: JOB. CLIN 0001 SHALL BE OFFERED ON AN FOB DESTINATION BASIS ONLY; THE GOVERNMENT WILL NOT CONSIDER OFFERS ON ANY OTHER BASIS. MINIMUM REQUIREMENTS FOR CLIN 0001: The Contractor shall provide all of the materials, equipment, and labor necessary to upgrade the existing machine to a full, servo-hydraulic control system as follows: 1. The Contractor shall supply and install the data acquisition and servo-control electronics required to implement servo-hydraulic control on the existing machine. The system shall be capable at a minimum, of the following: - Automatic recognition and calibration of transducers and provide user-selectable system of units for measurements (both SI and US Customary units of measurement are required). - Data sampling rate of at least 40 Kilo Hertz (kHz) with at least 500 Hertz (Hz) synchronous data logging on all channels. - Load measurement accuracy of plus or minus 1.0% of reading down to 1/250 of the maximum load capacity of the machine. - Closed loop direct digital control of load, stress, position, and strain - Bumpless servo control mode transfer between load, stress, position, and strain. - A minimum 500 Hz control loop update rate. 2. The Contractor shall upgrade the existing console to implement the computer control system at the current console location. The Contractor shall provide the equipment and labor necessary to implement the new control system at the existing console. This system shall include the following functions: Manual control of system load and unload. A fine control capability for precise control of machine position. A minimum of 2 programmable soft keys. A capability to limit the load applied to a test specimen prior to the start of the test. A test start/stop and return to start capability. A reset position button. During the upgrade of the existing console, the Contractor shall ensure that the existing system retains the functionality of the existing four machine operation and status panels. 3. The Contractor shall recondition the existing Moog 72 series servo valve and implement the valve as a part of the upgrade of the existing machine. The Contractor shall provide all of the necessary materials and equipment necessary to accomplish the reconditioning of the valve and installation in the machine hydraulic system, including: mounting for the servo valve, an internal dump valve to relieve hydraulic pressure; a blocking valve to reduce drift when machine is not in operation; and new hydraulic plumbing and connections between the manifold and the main cylinder pressure filter, the pump?s two main pressure filters, and the frame?s pushback cylinders? pressure filter. The Contractor shall ensure that the upgraded system will maintain a back pressure of 2000 pounds per square inch (psi) to eliminate drift when the machine is not in operation. 4. The Contractor shall provide and install control system software. The software shall be capable of controlling common types of mechanical tests, including, but not limited to: tension, compression, shear, bending, and flexure. Software shall be capable of operating in a Microsoft Windows XP environment. The software shall include the capability for graphical and digital display of test data in real-time. The software shall also be capable of displaying data in SI or US Customary units. 5. The Contractor shall provide the capability for analog output and digital input/output to enable the connection of external data recorders and plotters. The Contractor shall provide a minimum of four (4) zero suppressed and scaled 10 Volt (V) analog outputs with BNC connections. The Contractor shall also provide a 25 pin D connector for recorder pulse drive, four logic line outputs, and four logic line inputs for triggering events (e.g., to switch from stroke control to load control). 6. Contractor Acceptance Testing for CLIN 0001: The Contractor shall, at the completion of all work, demonstrate to the COTR the function of the machine against the minimum requirements set forth in these specifications. The COTR may, at their discretion, involve other staff to review the upgrade and identify any issues that must be resolved before COTR acceptance. GOVERNMENT FURNISHED EQUIPMENT (1) Copies of drawings of the existing UTM and its existing hydraulic system may be requested by sending an email to Lisa.Wells@nist.gov, with a courtesy copy to Joseph.Widdup@nist.gov, within 3 days after release of this solicitation. (2) NIST will supply one (1) Dell personal computer (PC) (model GX280 or equivalent) on which the control software shall be implemented. NIST will ensure that the NIST-supplied PC is properly configured to run the necessary software. (3) NIST shall provide the Moog 72 Series servo-valve to the Contractor for reconditioning and implementation in the upgrade of the machine. PERIOD OF PERFORMANCE/COMPLETION FOR CLIN 0001 The period of performance for CLIN 0001 shall be from the date of award through no later than December 31, 2006. The Contractor shall coordinate with the NIST COTR to schedule upgrade work on the existing machine such that it does not interrupt previously scheduled calibration and testing work. Should work require more than one block of downtime to perform, the Contractor shall ensure that the machine is returned to full operational capability at the completion of each block of work. EVALUATION FACTORS FOR AWARD The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement 2. Past performance information for similar contracts/orders completed within the past 3 years 3. Evaluated Price for CLIN 0001 Non-price factors 1 and 2 above are equally important and, when combined, are approximately equally important to Factor 3. The destination for shipment purposes of CLIN 0001 will be: NIST, Building 301 Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. EACH QUOTATION SHALL CONTAIN ALL INFORMATION REQUIRED BY FAR PROVISION 52.212-1(B)(1) THROUGH (11). See also FAR 52.212-3(j) for those representations and certifications that the Offeror shall complete electronically. The pricing portion of the quotation shall include all requirements for CLIN 0001 and shall be broken down to show (a) price of end products offered, (b) price for services required by CLIN 0001 and (c) Contractor travel costs for CLIN 0001, which shall be based on FAR 31.205-46, travel costs. The Government will not provide any contract financing or advance payments for CLIN 0001; therefore, CLIN 0001 shall be priced accordingly. PAYMENTS UNDER THE RESULTANT PURCHASE ORDER WILL ONLY BE MADE AFTER ALL REQUIREMENTS FOR CLIN 0001 ARE ACCEPTED BY THE GOVERNMENT AND THE CONTRACTOR THEREAFTER SUBMITS A PROPER INVOICE TO NIST FOR THE PURCHASE ORDER. Invoicing requirements are specified in FAR clause 52.212-4(g). THE PRICING PORTION OF THE QUOTATION SHALL BE SUBMITTED AS A SEPARATE, DISTINCT DOCUMENT FROM THE REMAINDER OF THE QUOTATION. Product samples are NOT required to be submitted with the quotation. QUOTATIONS SHALL BE SUBMITTED BY EMAIL in Microsoft Word format, Microsoft Excel format, Rich Text (.txt) Format and/or Adobe .pdf format to Lisa.Wells@nist.gov, with a courtesy copy to Joseph.Widdup@nist.gov. Quotations must be received at those email addresses no later than 3:30:00 p.m. Eastern Time on June 20, 2006. FAXED QUOTATIONS WILL NOT BE ACCEPTED. NOTE: The terms and conditions that will be included in the resultant purchase order will be FAR clause 52.212-4 and FAR clause 52.212-5, with the appropriate subparagraphs as noted in this RFQ also applying. No other terms and conditions will apply to the purchase order. Questions regarding this RFQ shall be submitted by email, no later than the third day after this RFQ is posted on FedBizOpps to Lisa.Wells@nist.gov, with a courtesy copy to Joseph.Widdup@nist.gov. NIST will provide a written amendment to the solicitation on FedBizOpps within seven days after this RFQ is posted on FedBizOpps to provide a list of all questions received as well as their answers to all potential Offerors.
