- NASA/GSFC has a requirement for Beamforming firmware assessment for hardware specification, consultation on beamforming algorithms and evaluation of requirements for hardware processor. NASA/GSFC intends to purchase the items from Dynamic Sensing Technologies only. Support must meet Internal Research and Development Schedule and include 8 channel DB-SAR hardware design and schematic entry, consultation on: Beam forming firmware assessment for hardware apecifications, Beam forming algorithms and evaluation of requirements for hardware processor, data acquisition system must enable one to build heterogeneous sensor-networks with identical interfaces to the exterior world. Notably, the L-Band Imaging Scatterometer (LIS) and other subsequent evolutionary radars and reconfigurable processing hardware to adapt to changing user data needs in this design. The results of market research identified Dynamic Sensing Technologies as the only company that meets all of these requirements. Authority is 10 U.S.C. 2304(c)(1) Only one responsible source. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. DO Rating is DO-C9 The Government intends to acquire a commercial item using FAR Part 12. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 16, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
