- NASA/MSFC has a requirement for a Leica MZ16A stereomicroscope and 3D Stereoexplorer camera and software. NASA/MSFC intends to purchase the items which are listed in the attachment, from Vashaw Scientific, Inc., on a sole source basis. Leica is the sole manufacturer of the IC3D digital camera and the 3D Stereoexplorer software for the Leica MZ16A stereomicroscope. The IC3D digital camera contains two CCD camera chips for direct three dimensional image collection from the dual optic paths of the MZ16A. The IC3D can not be purchased through GSA, therefore the purchase of the Stereoexplorer system must go to the Southeast regional distributor for Leica: Vashaw Scientific Inc. The Leica IC3D camera is specifically designed for the Leica MZ16A stereomicroscope and can not be fitted on any other model stereomicroscope from Leica or on any competing stereomicroscope. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Elizabeth.e.mudler@msfc.nasa.gov, or fax to 256-544-9353no later than 4:30 CST by June 15, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
