- DESCRIPTION The Deputy Under Secretary of Defense for Logistics and Materiel Readiness [DUSD(L&MR)] in conjunction with GovWorks of the Department of the Interior and in accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, is seeking information to determine the availability of operations research consulting services to conduct a comprehensive review of the Military Postal Service Agency (MPSA) organizational alignment to assess and determine if the current and operational functional structure of the Military Postal Service (MPS), command and control, and other areas that impact the Department of Defense's (DoD) ability to rapidly respond to contingencies can be improved. The intent of this effort is to develop an Analysis of Alternatives (AoA) to determine the best organizational alignment and streamline the MPS functional structure by clearly defining the roles and responsibilities of the organization. Also, the study must address appropriate Title 10 authorities under any recommendation or model provided and needed changes necessary to implement the recommendation. This Sources Sought Notice is being issued to determine the feasibility of a contract award for this task. Any resultant contract is anticipated to be firm fixed price. Interested parties must possess experience in conducting analytical studies related to management and operational restructuring, as well as experience in understanding the nuances of postal management operations. Interested parties must also possess working knowledge of USC Title 39, the USPS and DoD Postal Agreement and understand the differences between the mail and supply logistics networks and requirements. Personnel performing data reviews and reviews of Operational Plans will require a Secret to Top Secret Clearance to access appropriate information. Interested parties must be able to 1.) Review and assess the existing MPS business model. The Department of Defense Manual (DoDM) outlines differences between domestic and military postal service; 2.) Review and assess all options for an organizational realignment of the MPSA and develop proposed organizational and functional charts to match the assessment; 3.) Assess the current organizational construct for managing the MPS with recommendations for improved operations and/or streamlining efficiencies. Determine impacts on USPS relationship and Agreement with any recommendation; 4.) Assess the current roles as well as authority and responsibilities between organizations within MPS and MPSA for command and control (C2) of the military postal operations with recommendations for improving C2. Recommendations to C2 should include budgetary shifts of funds to also take on bill payment and shift of responsibility; .5) Develop an AoA to include a Cost Benefit Analysis on ways to improve postal service to DoD mail users and present AoA briefing to various senior leaders identified within the DoD; 6.) Provide interim briefings and status updates to study partners as required; 7.) Perform research and analysis as required; 8.) Provide a minimum of five briefings on the final report and recommendations for improvements to senior DoD and Service officials; 9.) Provide twenty (20) copies and five (5) computer discs of the final report to the Contracting Officer's Technical Representative (COTR). RESPONSE REQUIREMENTS: Capability papers should not exceed ten (10) 8 ? x 11 pages, font size not smaller than Times New Roman or Courier 10. No pictures, charts or graphs should be included. Documentation and technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience and expertise in the nine (9) items of the scope of work listed above. Capability papers should address that your company has the demonstrated ability to perform the entire task. Interested parties should submit via e-mail and attach the capability statement (Microsoft Word format) within 14 calendar days after the date of this announcement to Robert.Brown3@mms.gov with a copy to Dinah.Sison@mms.gov. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. The submission of this information in response to this sources sought notice is for planning purposes only and is not to be construed as a commitment by the Government to procure any items or services, nor does the Deputy Under Secretary of Defense for Logistics and Materiel Readiness [DUSD(L&MR)] intend to award on the basis of this request for information or otherwise pay for the information solicited. Travel will be required to conduct meetings with various parties. When travel is deemed appropriate the COTR will approve contractor site visits and all contractor travel related to this study. It is anticipated that travel, for the purposes of conducting interviews with senior DoD and USPS officials, will be conducted within a 50 mile radius of the Washington D.C. metropolitan area. In addition, the contractor will be required to visit other locations within the US and Overseas (Europe, the Americas and Pacific) to conduct on-site interviews with senior DoD officials. Visits will be pre-coordinated with Unified Command J-1/J-6 and MAJCOM Senior Postal Representative.
