Contractual questions: Donna Knight, Contract Specialist, 912-652-5504 Technical questions: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet W912HN-06-R-0040 Bidder Inquiry Key 3CHFJ5-4VSQ3N The contract will be Firm-Fixed Price (FFP). The project will be solicited and procured using a single phase design-build request for proposal in accordance with Federal Acquisition Regulation (FAR) 15. The anticipated cost range is $1,000,000 to $5,000,00 0. Options will not be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can also locate solicitation link at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.c fm?Seldist=SAS. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. This solicitation will be issued in electronic format only and will be available on or about 20 June 2006. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided a s necessary for any posted changes to this solicitation and all amendments. Description of work: One Phase Design Build solicitation that will design and construct a Combat Communications Squadron Operation Facility at Robins Air Force Base. Project includes the design, site preparation and construction of a new one story two-ba y facility with administrative offices. The facility will have the following spaces: bay space (approx. 2301 SM), administrative (approx. 400 SM) includes restroom/ mechanical/electrical/communications space and enclosed entry vestibule (approx 17 SM). Pr oject also includes supporting facilities that includes asphalt parking (25 min POV spaces), asphalt pavement (approx 3700 SM), aggregate parking (approx 150 vehicle), sidewalks, water, sewer, electrical and gas service, fire alarm systems, storm drainage, erosion control measures, information systems, security fencing, force protection measures, dumpster screen and dumpster pad, and landscaping. Project also includes the demolition of buildings 958 and 655 (approx. 2030 SM). PRICE is equal in importance to all technical factors when combined. Technical Factors: Factor 1 - Offeror Past Performance. This factor is equal in importance to factors 2 and 3; and, is more important than factors 4, 5, 6 and 7. Factor 2 - Corporate Rele vant Specialized Experience. This factor is equal in importance to factors 1 and 3 and, is more important than factors 4, 5, 6 and 7. Factor 3 - Building Function And Aesthetics. This factor is equal in importance to factors 1 and 2 and is more important t han 4, 5, 6, and 7. Factor 4 - Technical Approach Narrative. This factor is equal in importance to factors 5, 6 and 7. Factor 5 - Mechanical Systems. This factor is equal in importance to factors 4, 6 and 7. Factor 6 - Site Design. This factor is equal in importance to factors 4, 5 and 7. Factor 7 - Management Effectiveness. This factor is equal in importance to factors 4, 5, 6.
