- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. The US Army Contracting Agency, Contracting Center of Excellence (CCE), The Pentagon, on behalf of the Defense Reconstruction Support Office, is seeking potent ial sources with the capability and interest to conduct a special audit of the settlement between Kellogg, Brown & Root (KBR) and the US Government regarding the non-competitively awarded contract funded from the Development Fund for Iraq. Portions of thi s audit will be conducted in Iraq. The Government will reimburse the contractor for Defense Base Act insurance will provide round trip transportation from Kuwait to Iraq, and provide life support and security in Iraq. The purpose of this sources sought synopsis is to establish the Governments acquisition strate gy. Ultimately it is the Governments intent to award a contract to one contractor. Potential sources will be subject to approval of the UN International Advisory and Monitoring Board (IAMB) through the Director of the Defense Reconstruction Support Offi ce (DRSO). This action is being processed at the request of the IAMB. The IAMB is a body of the United Nations that was appointed to monitor the disbursement of Development Funds for Iraq (DFI). DFI funds are Iraqi oil revenues used to fund humanitarian needs of the Iraqi people, for the economic reconstruction and repair of Iraqs infrastructure, for the continued disarmament of Iraq, for the costs of Iraqi civilian administration, and for other purposes benefiting the people of Iraq. Capability statem ents of the proposed sources mustinclude information that the source is a Certified Public Accounting firm with extensive international experience in performing audits. 1. The NAICS code is 541211, Offices of Certified Public Accountants, and the size standard is $7.5M. 2. Business respondents having the skills and capabilities necessary to perform the stated requirements are invited to provide the following information at a minimum: a) Is your business a large or small business b) Provide a short summary stating your interest. c) Provide a list of customers (Government/non-Government) within the past 5-year highlighting similar work performed. Include contract numbers, contract type, dollar value of each procurement, and point of contact/addresses/and phone numbers and brief d escription of the work performed. d) Provide information relative to past performance as well as an understanding of the requirement and ability to perform ALL tasks under the PWS. e) Provide your organizational structure and information on the management approach that will be utilized to fulfill this requirement. f) Other pertinent information. E-mail responses without the aforementioned information will not be recognized as valid. Areas where a source does not have prior experience should be annotated as such. 3.
