- The Centers for Medicare & Medicaid Services (CMS) intends to award on a sole source basis, under Simplified Acquisition Procedures (Dollar Threshold of $100,000) a government purchase order to Stepwise Systems, Inc., 304 Yaupon Valley Road, Austin, TX. 78746-4416. This is a small business set aside, under the NAIC code of 541519. Stepwise Systems will provide the following services: Maintain Quality Improvement Evaluation Systems (QIES) Payment and Quality Systems; analyze potential changes in the QIES payment and quality systems that are required by regulatory or policy changes; assist CMS in developing plans for implementing such changes; develop revised specifications, algorithms and associated documentation; assist in efforts to publicize ad explain changes to States, providers, and software vendors; provide ongoing assistance to CMS in answering questions from States, providers, and software vendors related to changes in the payment and quality systems and related issues. Stepwise has taken the lead role in designing and maintaining the standard data submission specifications that are used nationwide by providers who submit assessment data to QIES. Stepwise has been taking the lead since the inception of the MDS, OASIS, Swing Bed, and the IRF data systems. As CMS develops their systems, it is imperative that the integrity of the data be maintained. Stepwise Systems has played a key role in the data specifications related to the QIES payment and quality measurement systems. Their work is involved with the development of payment groupers and quality reporting systems. The contractor has also been involved development of the next version of the nursing home assessment instrument, MDS3, that will be used for payment and quality purposes. All interested parties who wish to respond to this notice, will be required to provide capability statements that certify an equal level of expertise as the intended sole source contractor. A
