Description
The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract for the design and construction of an Ammunition Supply Point (ASP) facility for the brigade sites located in Ka ndahar, Gardez, Mazar-e-Sharif, and Herat, Afghanistan. It also includes the design and construction of an Ammunition Consolidation Point (ACP) facility for the brigade sites located in Gardez, Heart, and Mazar-e-Sharif. Ammunition Supply Point facility option bid items shall be located near the ANA Brigade compounds. This project consists of the design and construction of an Ammunition Supply Point (ASP) facility for the brigade sites located in Kandahar, Gardez, Mazar-e-Sharif, and Herat, Afghanistan. It also includes the design and construction of an Ammunition Conso lidation Point (ACP) facility for the brigade sites located in Gardez, Herat, and Maza-e-Sharif. Ammunition Supply Point facility option bid item sites shall include Darualaman, Qalat, Khost, and Lashkargah. The ASP and ACP sites shall be located near t he ANA Brigade compounds. The ASP and ACP are to be site adapted from the sketches to be provided. The lay-out and dimensions of the ASP and ACP are critical to the proper function, safety, and certification. The ASP and ACP shall be located at least 31 9 meters (1047 feet) from any inhabited building and 196 meters (644 feet) from a public transportation route in accordance with AFMAN 91-201. Garrison Layouts will be provided along with proposed locations of the ASPs. These facilities shall be designe d and constructed in accordance with current U.S. Design Standards, building codes, safety and security standards. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The estimated value of the contract is more than $10,000,000.00. The total schedule for completing the entire work is 120 calendar days from receipt of notice to proceed. The proposed contract will be awarded using best value trade-off process. Solicitation Number W917PM-06-R-0049, will be available on or about June 15, 2006. Interested parties are advised to submit their proposal 30 days after issuance of the RFP which will be 15 July 2006. The AED Contracting Officer for this solicitation is Darrel Johnson. The media selected for the issuance of solicit ation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project is the Internet, and CDs. Utilization of the internet is the preferred method. No paper copies will be made available. Interested parties may download and print the solicitation, at no charge at ftp://ftp.usace.army.mil/pub/aed/. U.S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contractors register in CCR also. Lack of registration in the CCR database will make a U.S. offeror ineligible for award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the internet at http://www.ccr.gov. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. No electronic Proposals will be accepted.
