- The National Institutes of Health intends to negotiate on a sole source basis with Radnor-Wallace of 921 Port Washington Blvd St Pt. Washington, NY 11050 for the following services: 1. The contractor shall have at least 17 years of experience in assessing, planning, directing, and performing the migrations for the applications into the Health and Human Services (HHS) Learning Portal (LP). 2. The contractor shall determine the migration readiness and feasibility into the HHS LP through understanding the unique requirements and processes of each NIH Group using a system to track training. 3. The contractor shall develop detailed Workshop Agendas and Surveys to assist in the discovery and planning sessions with the various NIH Groups. 4. The contractor shall move applicable data from the Training Server (TS) and NIHITS databases to the HHS Learning Portal database. 5. The contractor shall review previous discoveries, and shall plan and implement documents. 6. The contractor shall identify and contact a representative(s) in each NIH Workgroup that shall be a key point of contact for discoveries and data gathering efforts for the training system(s) used in their organization(s). 7. The contractor shall establish communications, and develop migration planning workshop agendas, surveys and reports for each NIH work group. 8. The contractor shall conduct migration planning sessions for applicable groups and applicable training systems. 9. The contractor shall perform on-going data collection, analysis, and process workflow gathering. 10. The contractor shall provide a report status to NIH. 11. The contractor shall draft migration project plans and visual documents. 12. The contractor shall perform related tasks as required by the program office. 13. The contractor shall deliver and present project plans, project discovery summary and visual documents to the program office, and make presentations as requested. 14. The contractor shall, if ready and feasible, prepare NIH for the training server data migration to the HHS LP, and shall perform and test the migrated TS data into the HHS LP test and production environments. 15. The contractor shall submit sufficient information with the proposal to demonstrate how they shall accomplish the task described in the statement of work. 16. The contractor will be evaluated by NIH on expertise, experience, education, training and availability in providing migration services, relevant to NIH systems, and understanding the structure and the culture that exist within NIH. 17. The contractor will be evaluated by NIH on the quality, feasibility, practicality, ad creativity of the proposed approaches. 18. The contractor shall provide three-five (3-5) references to include but shall not be limited to the following: Contact Name Address and telephone number Brief description of relevant work performed for the reference. 19. The period of performance shall begin immediately following award and continue through October 31, 2006. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition
