- NASA/DFRC plans to issue a Request for Proposal (RFP)for the following Commercial item/services: Professional Engineering Services. The contractors will support the Office of the Center Director, the Business Development Office, and the Mission Directorates under the Flight Projects Office. Specifically, the contractors shall provide the Dryden Flight Research Center with expertise and assistance in acquiring and implementing world class flight research, test, and operational oriented projects by providing professional engineering and management services. The contractors shall also provide the Center with expertise and assistance in developing long term business relationships with government and industry around the world. It is anticipated that this solicitation will result in a Firm-Fixed Price Indefinite Delivery Indefinite Quantity type contract to multiple awardees with a total duration of five (5) years. The period of performance includes a one (1) year basic and four (4) one-year option periods. Project sponsors sought include both domestic and international, government and industry. Emphasis will be on traditional aeronautics and space applications of the centers capabilities, but non-traditional opportunities may also be sought. Customers the Center is interested in obtaining business from include: ? NASA (aeronautics, space exploration, science) ? DoD (Army, Air Force, Navy, DARPA, OSD, NEMA, and the National Guard) ? DHS (Coast Guard, ICE, JTF?s (Law Enforcement Agency Joint Task Forces), TSA, and FEMA) ? FAA (JPDO, ATO, UAS Program Office, FAA Tech Center, FAA Academy) ? DoE; DoS; NOAA, and Park Service ? U.S. and International companies, businesses, and associations ? Government organizations in Canada, Australia, Europe, and Asia ? Non traditional aerospace customers The contractors are expected to assist the Center senior management and/or the Business Development Office in bringing new funded project activities to the Center and recommending organizational changes to assist the Center in more effectively exploiting its competencies and taking advantage of emerging opportunities. The Government intends to acquire a commercial item using FAR Part 12 and FAR 13.5. See Note 26. This procurement is unrestricted. The NAICS Code and Size Standard are 541330 and $4.0M, respectively. The anticipated release date of RFP NND06-AB96-JEK is on or about June 30, 2006 with an anticipated proposal due date of on or about July 31, 2006.
